Climate Security and Canada’s Promises to NATO  (Global News) 

As a founding member of the North Atlantic Treaty Organization (NATO), Canada has been influential in the integration of climate change policy with the alliance’s mission. It supported the development of NATO’s Climate Change and Security Action Plan aligning with the alliance’s core tasks of deterrence and defense, crisis prevention and management, and cooperative security. Following the Canadian proposal 2021, Global Affairs Canada and the Department of National Defense jointly lead NATO’s Climate Change and Security Centre of Excellence (CCASCOE) to research and identify best practices to address climate change and security-related challenges.  

Environmental security notions have evolved over the past 30 years. Once a sub-field of Security and Peace Studies focusing on how environmental issues correlate with modern security theories and policies, the concept is rapidly merging environmental and security sectors. Former Greek Naval Officer in the Hellenic Navy and current environmental security scholar Dimitrios Kantemnidis’ expertise sits at the center of the two merging fields. His military background informs perspectives on growing environmental security risks and potential responses for civilian and military actors.

In a brief published by the Stanley Foundation, Cullen Hendrix explores how “the degradation and overexploitation of renewable sources…and unequal access to these resources” can make societies more or less susceptible to experiencing mass atrocities. Hendrix proposes that “demographic-environmental stress” is most likely to contribute to mass atrocities (genocide, war crimes, or crimes against humanity) in agricultural societies that have a high level of group identity-driven politics and economics, exclusionary political institutions, political actors that deprive certain groups, or when governments have low legitimacy.

In his dissertation, Tyler H. Lippert of the Pardee RAND Graduate School explains how the transboundary security impacts of climate change will both challenge and elevate the role of international multilateral institutions like the North Atlantic Treaty Organization (NATO).

2015 was a historic year for international commitments to sustainable development, climate change action, and new kinds of peacebuilding. For governments and policymakers, now comes the difficult task of living up to those commitments. [Video Below]
