Not All Water Cooperation Is Pretty
›As Karin Bencala and Geoff Dabelko point out in the current issue of Columbia University’s Journal of International Affairs, transboundary rivers and aquifers all over the world can, and do, provide opportunities to bring riparian parties together. We can identify a degree of cooperation in the management of most of the transboundary water resources in Asia, the Middle East, and North Africa. But now is the time to stop the pendulum from swinging too far towards mistaken notions of “water peace.” Tensions linger on the Tigris and simmer on the Jordan. The Nile is allocated in a remarkably inequitable and unsustainable manner, as are many of the rivers falling in all directions off the Tibetan plateau. We must continue to question regimes that preserve inequity, treaties that are ineffective “paper tigers” (Bernauer 2003, p. 547), and organisations designed chiefly as sinks for lending and donor agencies. We will be doing the world no great service if our gaze shifts to under-qualified examples of cooperation and away from the root causes of water conflict.
We should be wary of applying the “cooperation” label to transboundary interactions where asymmetric cooperation merely poisons relations and prolongs unfair arrangements. Cooperation has many faces, and not all of them are pretty. The 1994 Israel-Jordan Peace Treaty is regularly cited as a model of cooperation, for example, yet as Itay Fischhendler (2008) (subscription required) has shown, the ambiguity built into the agreement favours the more powerful (Israeli) side. In private conversations, Jordanian officials concede frustration that the agreement they signed fell far short of guaranteeing Jordan an equitable share of the waters. Last month, the Economist highlighted several other cases of such asymmetric water cooperation.
Recent efforts by Friends of the Earth Middle East (FOEME) demonstrate cooperation of a completely different nature. FOEME’s Good Water Neighbors project brings together mayors from Jordanian, Palestinian, and Israeli towns on the Jordan River in an effort to improve its quality. The project, like the organisation itself, represents all sides in equal measure. This equitable cooperation should be the standard analysts and policymakers shoot for.
We must be careful not to divorce small-scale cooperation from the broader water conflict within which it takes place, however. At the state level, the distribution of transboundary freshwater between Israel and the Palestinian territories remains an inequitable 90-10 split. The Israeli-Palestinian Joint Water Committee (JWC) established following the 1995 Oslo II interim agreement gives the Israeli side an effective veto over even basic rainwater catchment projects (for instance, in the southern West Bank). Multiple USAID, European, and UN development projects remain stalled because they have not cleared the JWC’s triple hurdle requiring that all water-related projects obtain Israeli technical (fine), political (?) and military (!) approval. Jan Selby (2003) (subscription required) insists this is not cooperation, but “domination dressed up as cooperation.”
While asymmetric, dominative, strategic, self-interested, and token cooperation all fall short of violent conflict, we should bear in mind that the tensions relating to the uglier faces of cooperation do not disappear with time. At the very least, treaties must be structured more equitably, in accordance with the basic water-sharing principles of international water law. They should also include re-visiting clauses, to modify the agreement when changes in politics or climate present the people dependent on the waters with a different set of circumstances. The ongoing water negotiations between Israel and Palestine and the imminent negotiations between Israel and Syria make understanding water cooperation much more than an academic indulgence. We must all push where we can to get it right.

Brazilian Environment Minister Marina Silva’s Resignation
›On May 13, 2008, renowned environmental defender Marina Silva, Brazil’s environment minister, resigned from her post after losing yet another political battle for control of environmental policies within the federal government. The “last straw” was President Luiz Inácio da Silva’s decision to place Minister of Strategic Affairs Roberto Mangabeira Unger, a Harvard law professor with limited experience with Amazon affairs, in charge of the highly publicized Sustainable Amazon Plan (PAS), withdrawing it from the auspices of the Ministry of Environment. Silva’s decision has had major negative repercussions and has exposed the shortcomings of Brazil’s Amazon policy.
The daughter of poor rubber tappers who became a successful politician and a champion of the Amazon, Silva was one of the most recognized and admired members of President Lula’s government. While a member of the Revolutionary Communist Party in the 1980s, she led the Association of Rubber Tree Tappers with Chico Mendes, a pioneer of the Brazilian environmental movement who was murdered in 1988. That same year, Silva was elected to the state legislature of Acre. In 1994, she was elected to the Senate on the Worker’s Party (PT) platform, and was re-elected in 2002. During her eight years in Congress (1995-2002), Silva became a well-respected expert on sustainable development and national environmental protection issues.
Yet during her tenure as Minister of Environment, Silva lost many important battles and was rapidly becoming a merely symbolic figure. Particularly contentious was the alleged obstructionism of Brazilian Institute for Environment and Renewable Resources (IBAMA) technicians, who refused to issue environmental permits for large development projects—especially hydro-electric projects—in the Amazon region. In response, President Lula reduced Silva’s power by splitting IBAMA into two agencies and separating environmental protection from the issuance of environmental licenses. IBAMA personnel reacted with a strike.
Silva’s resignation has already had significant domestic and international ramifications. All second- and third-echelon employees in the Ministry of Environment and IBAMA resigned in solidarity with her. Jose Maria Cardoso da Silva, vice president of Conservation International-South America, called Silva’s departure a “disaster”; Anthony Hall, a development and environment specialist at the London School of Economics, noted that “her resignation will be interpreted as a weakening in the government’s concern with the environment and forest conservation.”
The day after Silva’s resignation, President Lula confirmed that she would be replaced by Carlos Minc, a well-known environmental activist and university professor who was one of the founders of Brazil’s Green Party. Minc previously served as Rio de Janeiro’s state secretary for the environment. His appointment has apparently been well-received: Agência Brasil reports that Silva is “satisfied” with her replacement.
It remains to be seen how Minc will use his new position. His love of the limelight—he follows his own dress code, which does not include a necktie, and has described himself as a “performer”—has cost him politically in his first days on his new job, as President Lula rejected public demands he made to strengthen the Ministry of Environment’s authority. Minc’s first actions as Minister of Environment suggest that he will be a vocal figure. He warned “polluters” that they should fear his ministry’s oversight. He also instigated a public fight with the governor of the state of Mato Grosso, Blairo Maggi, an influential soybean farmer, declaring—a bit sarcastically—that most of the recent increase deforestation in the Amazon has taken place in Mato Grosso. On the issue at hand, however—the issuance of environmental licenses for major development projects in the Amazon—the new minister promised to move faster and more efficiently than his predecessor.
Despite Minc’s aggressive rhetoric, questions about his effectiveness remain. They will be answered by the substance, rather than the style, of his tenure as minister. Back in the Senate, serving the remainder of her term as a representative for Acre until the end of 2010, Silva will continue to be an important voice in the ongoing debate in Brazil over how to reconcile the country’s dual objectives of promoting economic development and protecting the Amazon.

‘Fatal Misconception’: Fatally Flawed?
›Matthew Connelly recently published Fatal Misconception: The Struggle to Control World Population, a book that has chafed demographers and those working in the family planning sector. If Connelly had foreseen the attention his recounting of the population movement would garner, he might have taken more care to represent more sides of the story. He also might have talked to more living people, especially women, rather than relying so heavily on written archives.
Controversially, Connelly argues that family planning programs in the 20th century were responsible for only 5 percent of the fertility decline experienced during that time. His proof? That fertility levels were already declining before family planning programs began. On page 338, he writes, “Moreover, it could not be shown that even the 5 percent effect was actually caused by such efforts, or whether instead broader socioeconomic or cultural changes explained both the decline in parents’ preference for large families and government willingness to provide them with contraceptives (what economists call the endogeneity problem).”
But examples abound in which fertility declined drastically following the introduction of accessible contraception. For example, after officials in Iran revised the country’s family planning program in the late 1980s, fertility dropped from 5.62 births per woman to just above 2 today. Fertility had been declining since the early 1960s, but at a much slower rate.
In the early 1960s, the fertility rate in Brazil was 6.2. In the years after Planned Parenthood arrived and pharmacies began selling contraceptives, fertility fell to 3.5 births per woman. Today, Brazil’s fertility rate is around 2.35 births per woman, which is close to replacement level.
When women can choose for themselves when to have children, they often choose to have smaller families. The family planning movement has not been perfect, but it has frequently acted courageously to give women the choices they deserve. Its successes should not be overlooked.

Climate Change and the DoD
›Global climate change is extremely complex, and the potential responses to it are equally complicated, involving efforts to both mitigate and adapt to a changing climate. These efforts will require domestic, regional, and global leadership—and, most certainly, U.S. leadership. The Department of Defense (DoD) is the largest producer of greenhouse gases within the U.S. federal government and will therefore need to be heavily involved in any U.S. response to climate change. Typically, the DoD explores future U.S. national security interests and strategy in congressionally mandated Quadrennial Defense Reviews (QDRs). However, the current QDR (2007) does not address climate change, so I have taken the liberty of crafting an article, “Climate Change, National Security, and the Quadrennial Defense Review: Avoiding the Perfect Storm,” that addresses climate change in a QDR-like manner. If you want the DoD’s attention, you must speak their language.
The 2007 QDR groups potential international security challenges into four broad categories: traditional, irregular, disruptive, and catastrophic. Traditional challenges to U.S. interests require employing military forces in conventional activities to prevent military competition and conflict. Irregular challenges to U.S. national security can come from state and non-state actors employing asymmetric tactics (such as terrorism or insurgency) to counter U.S. strengths. Disruptive challenges include situations where competitors employ revolutionary technologies or methods that might counter or negate current U.S. military advantages. Finally, as defined by the March 2005 National Defense Strategy of the United States of America, catastrophic challenges encompass terrorists or rogue states employing weapons of mass destruction (WMD) or other methods producing WMD-like effects against U.S. interests. In my article, I classify several climate change-driven security threats into the four categories employed by the QDR. If several of these threats happened concurrently, they could create a “perfect storm” with cataclysmic results.
The DoD can help avert this perfect storm, but to do so, it must act quickly, decisively, and comprehensively to achieve what I call “sustainable security.” This involves integrating the democratic peace theory with the core principles of sustainability. Let me briefly explain these two ideas. The democratic peace theory is based on the presumption that democracies do not fight with each other because they share certain pacifying characteristics (e.g., democratic governments, membership in international organizations, economic interdependence) that encourage them to resolve conflicts peacefully. The core principles of sustainability have been described as the 3 Es: equity, economics, and environment. However, I have modified them for my argument; my modified 3 Es are: social/ecological equity, ecological economics, and environmental security. (Additional detail on how the DoD can work toward sustainable security is provided in my article.)
U.S.—including DoD—efforts to achieve sustainable security will enhance “freedom, justice, and human dignity” around the world, “grow the community of democracies,” increase global stability, prosperity, and security, and make it possible for the international community to “avoid the unmanageable and manage the unavoidable” consequences of climate change. Some may consider my proposal a pipe dream. But in solving the biggest security threat of them all, dreaming big is not a luxury—it is a necessity.

Kenya’s Ethnic Land Strife
›A story in yesterday’s New York Times describes an expanding campaign of ethnic cleansing against the Kikuyu tribe in western Kenya. We’ve seen this story before. In my 2006 book States, Scarcity, and Civil Strife in the Developing World, I explained how rapid population growth, environmental degradation, and historical land grievances collided with multi-party elections in the early 1990s to provide opportunities for Kenyan elites to gain power and wealth by violently mobilizing ethnic groups against one another. The ensuing violence pitted the Kalenjin and other smaller tribal communities engaged in pastoral activities against the Kikuyu, Luo, and other traditional farming communities in the fertile Rift Valley, leaving more than a thousand Kenyans dead and hundreds of thousands homeless.
Sound familiar? Demographically and environmentally induced ethnic land competition—at the heart of the 1990s conflicts—remains problematic today. Deep-seated grievances emanating from struggles over scarce farmland provide ample opportunities for elites across the political spectrum to mobilize tribal supporters to engage in violence and ethnic land cleansing during times of electoral instability—especially in rural areas, where strong group identification facilitates such mobilization. This didn’t happen during the last presidential election, in 2002, because elites bought into the democratic process and the elections were viewed as fair. In addition, the Kenyan Electoral Commission and the international community, in an effort to prevent a repeat of the strife in 1992 and 1997, closely scrutinized electoral behavior in 2002.
This time, the apparent rigging of the election by the Kibaki regime—which many minority tribes view as having used its political power to unfairly benefit its own Kikuyu tribe—unleashed the latent grievances against the Kikuyu still present in Kenyan society. “You have to understand that these issues are much deeper than ethnic,” Maina Kiai, chairman of the Kenya National Commission on Human Rights, told the Times. “They are political…they go back to land.”

AFRICOM and Environmental Security
›General William E. Ward was recently chosen to lead AFRICOM, the new U.S. military command in Africa currently in its pre-implementation stage. If Ward and AFRICOM are to succeed in promoting peace and stability in Africa, the military must stop viewing security as consisting of conventional, state-to-state relationships and adopt a more flexible “human security” concept. This model views security as “freedom from want” and “freedom from fear,” and includes economic, food, health, personal, community, environmental, and political sub-components. Developing a robust environmental security engagement strategy would be one of the most constructive ways for AFRICOM to implement a human security approach.
The greatest challenge for this nascent command is expanding its tool bag beyond conventional military strategies to include programs that promote the health and security of Africans. Military planners are skilled at determining the number of brigade combat teams, battle carrier groups, and air wings needed for conventional security challenges. But security in Africa depends heavily on non-military factors that fall outside the traditional purview of the armed forces. For AFRICOM to be successful, it must approach security as a mutually beneficial proposition, not a zero-sum game. Most African governments view the Department of Defense’s attempt to adopt a more nuanced approach to security in Africa with guarded optimism. They would certainly welcome environmental partnerships with AFRICOM as a way to promote political and economic stability through sustainable ecological practices, according to discussions held with Amina Salum Ali, the African Union’s ambassador to the U.S.
One of the top security concerns of African leaders—and one that is little-appreciated in U.S. security circles—is the impact of environment on stability and security. The ongoing misery in Darfur, which is partially rooted in conflicts over land and water use, is one tragic example of this link. On a positive note, UN Environment Programme (UNEP) researchers recently discovered water there that may well prove to be a source of resolution. That said, numerous reports—such as the one by the CNA Corporation’s Military Advisory Board—indicate that climate change and environmental catastrophes will continue to be a source of instability in Africa. Unfortunately, the continent most affected by environmental shock is also the least capable of mitigating its effects. AFRICOM must develop an engagement strategy that works with host governments, international membership organizations, NGOs, and other U.S. governmental agencies to find solutions to Africa’s environmental challenges.
The first, and most obvious, advantage of an environmental security strategy is its potential to build nontraditional alliances. Numerous organizations, from UNEP to the World Wildlife Fund, are actively working in Africa in this arena. AFRICOM could benefit significantly from the years of on-the-ground experience that these groups possess. What remains uncertain is the willingness of these civilian organizations to partner with the new command.
A second advantage of an environmental security strategy is that it allows the U.S. military to engage constructively with host governments and regional economic communities. Using AFRICOM to train African militaries on emergency disaster response, for instance, encourages those militaries to work under the mandate of civilian authority and fosters long-term democratic governance.
The idea of environmental security as a military engagement strategy is not new. When General Anthony Zinni was head of Central Command in central Africa, he devoted an entire section to environmental engagement programs, establishing a strong track record of success. Given that environmental concerns are intertwined with a host of other pressing problems in Africa, a coherent environmental security strategy would pay dividends on multiple levels.

Saving the World
›What’s wrong with the world today? A whole lot. War in Iraq, poverty in rural America, malaria in Africa, global warming…the list is endless. But the editors of Foreign Policy think they have a way to solve these problems and more. The magazine’s new cover story, “21 Ways to Save the World,” is a collection of short essays on a wide range of global issues by some of the world’s leading thinkers.
Besides the interesting topics and the authors’ engaging styles, I like this series because it forces journalists and scholars—both of whom usually write about problems—to write about solutions. This shift is important because policymakers often get stumped when they hear that issues like high fertility and pollution are concerns of national security—what can they do about these seemingly insurmountable problems?
Most of the dilemmas and solutions presented in the article will be familiar to the informed reader. Amy Myers Jaffe extols the virtues of electricity. Seth Berkeley is optimistic about an AIDS vaccine. Jeffrey Sachs calls for malaria intervention. But some of the proposed solutions will be a tough sell for the policy audience.
For example, as he does elsewhere, Nicholas Eberstadt draws attention to the astonishingly high mortality of Russians—males in particular. He argues that if the United States intervenes, the benefits would be two-fold: humanitarian gains through Russian lives saved, and also political dividends in the form of a strengthened Russian democracy. But increased foreign aid for Russia’s health crisis will likely be a bitter pill for American politicians to swallow for a couple of reasons: First, there are still too many people occupying important government posts who got their first taste of power during the Cold War. For these folks, Russia is still the big bad bear and they may not be too keen on taking action to strengthen the Russian state. And for policymakers who are more humanitarian-minded, Eberstadt’s argument is still a hard sell because there’s simply no room for another needy state. Thanks to relentless campaigning by celebrities like Bono and philanthropists like Bill and Melinda Gates, the U.S. government is finally attempting to gain traction in Africa and see the deplorable conditions there as both a humanitarian and security concern (AFRICOM is the most recent example of the United States trying to get ahead of the problem). Now they have to save Russia, too?
This gets at the larger issue with the collection of essays. While the editors of FP are noble in their aim to tackle all of the world’s troubles, I fear that policymakers will just continue to be overwhelmed by the magnitude of problems and the multitude of solutions—the deer-in-headlights response. Thomas Homer-Dixon is correct when he writes that problems are complex, systems are complex, and solutions must be complex. With so many problems of equal importance—in an environment where everyone has their issue—and so many solutions of equal viability, how are policymakers ever to choose?
