Sustainable Urbanization: Strategies For Resilience
›April 19, 2010 // By Julien KatchinoffUrbanization is both an opportunity and a challenge,” argued Christopher Williams from UN-HABITAT during a panel discussion at American University’s School of International Service. “Sustainable Cities: A discussion on the social, economic, and environmental strategies contributing to urban resilience” brought together sustainability experts to discuss innovative strategies for urban resilience in the face of the 21st century’s looming challenges.
Urbanization “is an opportunity in the sense that there’s a tremendous amount of innovation that’s going to take place with a concentration of ideas and economies and cultures in these urban spaces,” said Williams. “It’s a challenge in the sense that many of these cities are ill-equipped to handle this large influx of population.”
Williams outlined the principal challenges of an urbanizing world:
Land and shelter: New policies are needed for creating affordable housing for new urban citizens, securing land tenure, and limiting forced evictions of future urban dwellers.
Infrastructure: Finding solutions for fragile water, transportation, and sanitation systems requires thoughtful planning, solid investment, and demand management. Investors must be cognizant that many cities have limited resources and institutional capacity.
Municipal planning, management, and governance: Managing decentralization and interfacing with communities and the private sector are critical to success.
Innovative finance: Future sources of investment will increasingly be limited to private funds and community savings. Official Development Assistance (ODA) will have to be used in strategic ways to trigger such investments.
Williams noted that existing conceptions of urban challenges–that they are “messy, complex, interlinked”–paint an unflattering picture for policymakers, dramatically reducing their willingness to engage with these environments. The implied heavy transaction costs of operating in urban areas can discourage investors. Development agencies often look for opportunities where they can get in and out quickly; historically, most aid has focused on rural areas, usually with relatively short planning windows (5-10 years).
Today, decisions regarding the movement of urban populations are linked to extremely contentious power relations. Williams posited that by couching programs within the frame of adaptation and resilience, mayors and municipal governments may be able to tackle issues of social inequality that have plagued some cities for years.
Citing a 2008 seminar on community resilience, the Wilson Center’s Blair Ruble argued that the world’s increasing attention to urban challenges holds the risk of creating programs and institutions that are blind to the rich complexity of these systems. Although the theme of last month’s World Urban Forum 5 in Rio de Janeiro was “The Right to the City,” he said that many organizations were redefining “resilience” in top-down terms, silencing the variety of vulnerable voices that make up urban centers.
The visible commitment by the United States delegation to the World Urban Forum was noteworthy, said Williams, as it represents a dramatic departure from status quo. American foreign policy and development assistance have predominantly focused on agricultural policy, with varying degrees of interest on water and sanitation. Surprisingly, little attention has been paid to land tenure issues, and even less to urban issues.
This shift, Williams said, may be due to a change in perspective under the Obama administration. For the first time, many staffers have experience working on urban issues. The newly created Office of Urban Affairs, within the Domestic Policy Council, is headed by Obama advisor Valerie Jarrett. This new high-level engagement and issue integration demonstrates that urban issues are important to the White House, which has trickled down to the EPA, the Department of Agriculture, and the Department of State.
Domestic urban centers have received new initiatives and funding through the Reinvestment Act, spurring the creation of projects targeting transportation, urban planning, and regional economic growth. Many observers hope, however, that this newfound engagement will translate into solid action internationally, as many urban and rapidly urbanizing centers cope to adapt to the future.

Demobilized Soldiers Developing Water Projects – and Peace
›Can demobilized ex-combatants help improve water resources in post-conflict countries? Last fall, the Global Water Institute (GWI) held a symposium in Brussels to find out.
Seventy representatives from the African Union, the United Nations, civil society, research institutes, and EU water policy advisors discussed ways in which former soldiers could be employed in the water sector to create peace dividends, bridge divided societies, and improve water security in countries recovering from conflict.
GWI, which is headquartered in Brussels and led by Valerie Ndaruzaniye, formerly of the Institute of Multi-Track Diplomacy’s Global Water Program, hopes to use the water sector development to meet multiple objectives in post-conflict reconstruction, such as:- increasing environmental security,
- reducing the likelihood of future conflict over water,
- enhancing security and stability, and
- employing demobilized ex-combatants to create peace dividends.
While disarmament, demobilization, and reintegration (DDR), is a fairly new process in post-conflict settings (the first program took place only 15 years ago), it has progressed rapidly in recent years, moving from a primarily military exercise to one focused on reintegration. Reintegration has also shifted from its exclusive focus on the ex-combatants, which often caused resentment in conflict-affected communities, to include women, children, youth, and the elderly and disabled, as well as the affected communities.
Reintegration is still the most difficult stage of any DDR program, not only for budgetary and political reasons, but also due to the processes of transitional justice and reconciliation. Through experience in the field, practitioners have realized that such programs are not simply technical exercises and must be better linked to wider recovery efforts and development programs for more sustainable results.
By supporting sustainable development in the water sector, and simultaneously contributing to reconciliation and peace dividends by involving ex-combatants in community development work, GWI can offer a substantial contribution to the reintegration process.
“Making the link between water management and DDR is a novel idea. GWI is a good example of integration of policy areas in order to build peace in some countries,” said Catherine Woolard, the director of the European Peacebuilding Liaison office.
Adrienne Stork is currently working on natural resource management and disarmament, demobilization, and reintegration programs jointly with the UNDP Bureau for Crisis Prevention and Recovery and the UNEP Disasters and Conflicts Unit in Geneva, Switzerland.

Send in the Scientists, Says Finnish MP
›April 1, 2010 // By Sean PeoplesPekka Haavisto, a Member of the Finnish Parliament, thinks an objective scientific investigation of rumored toxic waste in Somalia would be both doable and politically useful. Haavisto, the former Finnish minister of environment, visited the Woodrow Wilson Center last week and spoke with the Environmental Change and Security Program’s director Geoff Dabelko.
Dabelko wrote about Haavisto’s ideas for a Somalia environmental assessment after a conversation they had late last year in Helsinki:Haavisto is an enthusiastic advocate for environmental missions that may improve the desperate conditions resulting from violent conflicts. “We should be talking with all the factions,” he told me, to investigate the toxic waste charges. Such a thorough and objective assessment could provide a rare and potentially valuable avenue for addressing underlying suspicions and grievances some Somalis hold against those whom they claim dump waste off shore and overfish their waters.
It’s no surprise Haavisto focuses on using scientific environmental assessments in conflict settings. He is the former chairman of the UN Environment Programme’s Post-Conflict Assessment Unit (PCAU)—now called the Disasters and Conflicts Programme—the Geneva-based UNEP unit that assesses environmental threats, remediates hot spots, builds capacity, and supports peacebuilding around environmental issues in post-conflict settings. Haavisto presented UNEP’s work at the Wilson Center in a 2004 presentation. His colleagues, including UNEP Executive Director Achim Steiner, have subsequently launched more recent UNEP contributions at the Wilson Center. ECSP Director Geoff Dabelko serves on UNEP’s Expert Advisory Group on Environment, Conflict, and Peacebuilding. -
Tapping In: ‘Secretary Clinton on World Water Day’
›March 23, 2010 // By Julien Katchinoff“It’s not every day you find an issue where effective diplomacy and development will allow you to save millions of lives, feed the hungry, empower women, advance our national security interests, protect the environment, and demonstrate to billions of people that the United States cares. Water is that issue,” declared Secretary of State Hillary Clinton at a World Water Day event hosted by the National Geographic Society and Water Advocates.
Alongside speeches by representatives from government and the non-profit sector, Secretary Clinton repeatedly emphasized America’s support for water issues. “As we face this challenge, one thing that will endure is the United States’ commitment to water issues,” she asserted. “We’re in this for the long haul.” Beyond simply highlighting the importance of the issue, Secretary Clinton also affirmed commitment to new programmatic, cross-cutting initiatives that will target water as a keystone for development and peace.
ECSP Director Geoff Dabelko, who attended the event, noted that Secretary Clinton’s speech ran counter to the much publicized notion that water scarcity is an unavoidable catalyst for conflict.
She came down squarely on the side of inclusion by identifying water as both a ‘human security’ and ‘national security’ issue. At the same time, she did not fall prey to the common pitfall of arm-waving about water wars. She flagged conflict and stability concerns, but also raised solutions through meeting needs associated with water and development. She went out of her way to emphasize water’s potential for peace and confidence-building, reflecting a commitment to capturing opportunities rather than merely identifying threats.
Secretary Clinton highlighted five crucial areas that comprise the United States’ whole-of-government approach to water issues:
1. Building capacity:
Through efforts with international partners, the United States hopes to strengthen the abilities of water-stressed nations to manage vital water resources. Agencies such as the Millennium Challenge Corporation and USAID are implementing initiatives that will enhance national ministries and encourage regional management cooperatives.2. Elevating diplomatic efforts:
A lack of coordination between the numerous UN agencies, governments, and multilateral funding organizations hinders global water progress. By bringing this work together, the United States can act as a leader, demonstrating a positive diplomatic precedent for fragile and water-stressed nations.3. Mobilizing financial support:
Relatively small grants have achieved large impacts. Work by the United States to strengthen capital markets in the water sector shows that it is possible to earn large returns on water investments. Successful examples range from educational and awareness-building programs, to desalinization and wastewater treatment plants.4. Harnessing the power of science and technology:
Although there is no silver technological bullet to solve the global water crisis, simple solutions, such as ceramic filters and chlorine disinfection systems, do help. Additionally, sharing government-accumulated technological knowledge can have significant impacts, as demonstrated in a recent NASA-USAID project establishing an Earth-observation monitoring and visualization system in the Himalayas.5. Broadening the scope of global partnerships:
By encouraging partnerships and elevating water in its global partnership initiatives with NGOs, non-profits, and the private sector—all of which are increasingly engaged in water issues—the Department of State hopes to maximize the effectiveness of its efforts.The holistic approach advocated by Secretary Clinton reflects a distinct evolution of American diplomacy within this area, which is strongly supported by the water community. “The policy directions outlined in the speech, the five streams, represent a victory for those in and outside of government who have argued for a broad, rather than narrow, view of water’s dimensions,” said Dabelko. “The diversified strategy focuses on long-term and sustainable interventions that respond to immediate needs in ways most likely to make a lasting difference.”
In her concluding remarks, Secretary Clinton sounded a positive note, noting that for all of the press and attention devoted to the dangers of the global water crisis and the possible dark and violent future, dire predictions may be avoided through a smart, coordinated approach. “I’m convinced that if we empower communities and countries to meet their own challenges, expand our diplomatic efforts, make sound investments, foster innovation, and build effective partnerships, we can make real progress together, and seize this historic opportunity.”

Green Objections to the Green Line: A Struggle for a Shared Environment in the Middle East
›March 4, 2010 // By Julien KatchinoffAn emerging coalition in Israel dramatically illustrates how common environmental concerns can create unexpected partnerships across difficult political barriers. Through programs initiated by Friends of the Earth Middle East, the Israeli and Palestinian residents of Wadi Fukin and Tzur Hassadah (see inset map) have joined together to oppose the construction of a planned security barrier between their two communities.

The barrier, an element of the Israeli Green Line, threatens to disrupt karstic springs that support traditional agriculture in the Fukin valley. One third of the Israeli residents of Tzur Hadassah petitioned to halt construction, reports Israeli newspaper Haaretz.
“The Israeli community understood that instead of providing them with security, the fence would harm the springs and lands of the village, and will rob the Palestinian farmers of their livelihood and arouse hatred toward their Israeli neighbors,” Friends of the Earth Middle East (FoEME) Director Gidon Bromberg told Haaretz.
On February 24th, Israelis and Palestinians from both communities met to organize their response to the construction of the separation barrier, including preparing to petition to the Israeli High Court of Justice.
“The case of Wadi Fukin is special, because it is the first time that the resistance of the residents is not based on human rights allegations. Objections here are from an environmental organization,” FoEME attorney Michael Sfard told NRG news.Since 2001, FoEME’s Good Water Neighbors project has helped divided communities come together over shared natural resources. By collaborating with community members to improve their water situation, the organization encourages sustainable water management through information sharing, dialogue, and cooperative ventures. While the majority of the communities share common surface water sources, including the Jordan and Zomar rivers, some, as with Wadi Fukin and Tzur Hassadah, rely on common underground aquifers.
This “natural interdependence,” says Bromberg, helps to create trust and solve problems facing both communities.

Visualizing Natural Resources, Population, and Conflict
›Environmental problems that amplify regional security issues are often multifaceted, especially across national boundaries. Obtaining a comprehensive understanding of the natural resource, energy, and security issues facing a region is not fast or easy.
Fortunately, the Environment and Security Initiative (ENVSEC) has created highly informative, easy-to-understand maps depicting environmental, health, population, and security issues in critical regions.
Published with assistance from the United Nations GRID-Arendal, these maps offer policymakers and the public a snapshot of the complex topography of environmental security hotspots in Central Asia, Eastern Europe, Southeastern Europe, and the Southern Caucasus.
Some that caught our eye:
• Environmental Issues in the Northern Caspian Sea: Overlaying environmental areas and energy production zones, this map finds hydrocarbon pollution in sturgeon spawning grounds, seal habitats in oil and gas fields, and energy production centers and waste disposal sites in flood zones.
• Water Withdrawal and Availability in the Aral Sea Basin: Simple and direct, this combination map and graph contrasts water usage with availability in Turkmenistan, Uzbekistan, and Kazakhstan—which stand in stark comparison to the excess water resources of Tajikistan and Kyrgyzstan.
• Environment and Security Issues in Belarus: In addition to noting the parts of the country with poor water quality and potassium mining, the map also delineates wildfires that occurred in areas contaminated by the Chernobyl explosion, thus threatening downwind populations.

The Diane Rehm Show Tackles Water Challenges With ECSP Director Geoff Dabelko
›March 3, 2010 // By Michelle NeukirchenHow is water shaping geopolitics in the 21st century? Is it an underlying factor for state failure and social conflict, or can it drive peace and cooperation? How will climate change reshape global water resources?Recently, on WAMU’s “The Diane Rehm Show,” ECSP Director Geoff Dabelko, author Steven Solomon, and the World Bank’s Julia Bucknall came together to discuss the history, politics, economics, and future of water.
“Climate change exacerbates the water crisis in very severe ways because it manifests itself through water —through floods, droughts, and melting glaciers,” said Solomon.
The World Bank’s Julia Bucknell highlighted climate change projections that indicate average precipitation increases are likely, mostly in the global North. “It is the poorer countries that show up red on the maps with a reduction in precipitation,” she said.
By compounding failing states’ limited capacity to secure existing water supplies for agriculture, sanitation, and human consumption, decreasing precipitation will result in further intensification of global public health and food security crises.
“We need to improve the existing productivity of the water we’ve got,” said Solomon. “We need to use it more efficiently and fairly in a way that protects the ecosystems.”
Countries such as Australia, Israel, and China are leading the way: even under arid conditions, they use innovative methods to remain productive. In Australia, a new regime allows water rights to be traded, even over cellphones, while China established a credit-based system for individual farmers by using remote sensing technology based on NASA data.
Governments are under pressure to address climate change directly, while managing vexing local and regional challenges. “Our political institutions and our political leaders must not deal with the short term and pretend things will go back to a state of normalcy, but [should] progressively and proactively shape and reshape the institutions,” said Dabelko.Countries with traditionally contentious relationships have cooperated to solve common water problems. The Financial Times recently reported on an agreement between China and India to jointly assess trends in Himalayan glacier and snow melt.
“There are prospects for tensions,” said Dabelko of the Himalayas, “but quite frankly, water is difficult to [obtain] through war. It’s hard to pick it up and take it home.”
