Population Reference Bureau Releases 2008 World Population Data Sheet
›August 20, 2008 // By Sonia SchmanskiThe Population Reference Bureau (PRB) officially launched its 2008 World Population Data Sheet yesterday at the National Press Club. The 2008 Data Sheet features key population, health, environmental, and economic indicators for more than 200 countries. New in this year’s edition, co-authored by Carl Haub and Mary Mederios Kent, are data on percent of population in urban areas, number of vehicles per 100,000 people, and percent of population with access to improved drinking water.
Several findings highlight the significant health inequalities between wealthy and poor countries. For example, while around 1 in 6,000 women in developed countries dies from pregnancy-related causes, in the 50 least-developed countries, the risk is an astonishing 1 in 22. Because maternal mortality is generally seen as a proxy for the general state of a country’s health care system, these statistics point to alarming systemic health care failings in many of the world’s least-developed countries.
The 2008 World Population Data Sheet also highlights disparities between developed and developing countries in population growth rate trends; as wealthier countries’ populations stagnate or even begin to decline, the populations of the world’s poorest countries continue to grow at a rapid clip. PRB president Bill Butz noted that “[n]early all of the world population growth is now concentrated in the world’s poorer countries,” and that “[e]ven the small amount of overall growth in the wealthier nations will largely result from immigration.” As Kent pointed out at yesterday’s press conference, the United States is the major exception to this trend, because most of its population growth over the next several decades will come from natural increase.Unfortunately, the countries with the least access to improved water sources—and therefore some of the highest rates of diarrheal disease and child malnutrition—have among the world’s fastest-growing populations. For instance, in Ethiopia, which has a total fertility rate of 5.3 births per woman, only 42 percent of the population has access to an improved water source, and in Afghanistan, which has a total fertility rate of 6.8, the figure is a mere 22 percent.

For Curitiba’s Legendary City Planners, a Rhapsody in Green

“Lessons in Governance From Urban Brazil,” a recent event co-sponsored by the Wilson Center’s Brazil Institute and Comparative Urban Studies Project, highlighted how Curitiba, the capital city of the southern state of Parana, has used urban planning to strengthen environmental security.
Following a rapid wave of industrialization in the 1960s, small Brazilian cities were overwhelmed by urban growth. In anticipation of growth’s negative outcomes, the city of Curitiba established the Urban Planning Institute of Curitiba (IPPUC), led by urban visionary Jamie Lerner. Concerned about degradation due to urban sprawl, Lerner created an affordable, extensive, efficient bus system—and completely altered existing road infrastructure to allow for it. Its success is unprecedented. While Curitiba has one of the highest rates of personal car ownership in Brazil, more than 70 percent of the population uses the bus to commute to work, translating into less traffic congestion and lower levels of air pollution.
Due to its flat terrain, Curitiba suffers from poor drainage and dangerous flooding. Lerner and his team established numerous urban parks to absorb floodwater and stem the damage it inflicts upon poorer city residents, who often live in more vulnerable parts of the city. Since 1965, Curitiba has broken ground on 26 separate parks.
Curitiba was also the first city in Brazil to establish mandatory recycling. Profits generated through resale of recovered material are funneled into social programs; the city often employs its homeless to help with the separation of recyclables. In one of the strongest examples of how helping people and their environment can be mutually beneficial, Curitiba encourages its favela residents to collect garbage from their neighborhoods and exchange it at designated centers for food and bus passes.
Responding to whether or not Curitiba’s plan was replicable, speaker Ivani Vassoler insisted that imitating the details of the plan was not the point—urban planners must emulate the overall approach. For determined leaders committed to what Vassoler termed a “dynamic blueprint,” the sky is the limit.

Environmental, Demographic Challenges Threaten Latin America’s Stability, Prosperity, Say Experts
›March 28, 2008 // By Wilson Center StaffA lack of consensus among researchers and policymakers over how to define “environmental security,” “national security,” and “human security” complicates discussions of the security implications of environmental and demographic change, assert Robert Mcab and Kathleen Bailey in “Latin America and the debate over environmental protection and national security,” published recently in the Defense Institute of Security Assistance Management Journal. A shortage of theoretical and empirical evidence makes proving the existence of environment-demography-security linkages difficult. Nevertheless, argue the authors, “given the relatively fragile nature of many Latin American economies, accurately addressing these threats is imperative for economic and social stability and security.”
Latin America’s rural environments face severe threats, including deforestation, land degradation, erosion, and water scarcity and pollution. “Human-induced land degradation and water shortages directly affect economic sufficiency in many rural areas,” write the authors. Another environmental cause of insecurity and violence—in Latin America and elsewhere—is land distribution. Inequitable land distribution in El Salvador, Latin America’s most densely populated country, was one of the causes of the country’s 18-year civil war. The 1992 peace agreement that ended the war set up a plan for land redistribution, although some question how fully it has been implemented.
Demographic shifts can also destabilize communities and regions: Migration can generate tensions and violence between newcomers and established populations, as has occurred in the disputed rural region of San Juan, which lies between Nicaragua and Costa Rica. Moreover, Latin America is the most urbanized part of the developing world, and growing urban populations—often swelled by internal migrants—are straining cities’ and municipalities’ ability to provide basic services such as waste disposal and clean water.
Mcab and Bailey emphasize that demographic phenomena such as population growth and migration do not automatically create environmental degradation or threaten national security. Instead, it is the manner in which they interact with other socio-economic and political factors that can lead them to damage the environment or foster insecurity. -
How Will Population Affect Climate Change?
›March 4, 2008 // By Wilson Center StaffIn “An End to One-Child Families in China?,” a recent post on his blog, Dot Earth, New York Times science reporter Andrew Revkin comments on reports that China is considering ending its one-child policy. But a few of Revkin’s assumptions about population and its relationship to climate change are a tad oversimplified:
1. Revkin writes, “Demographers I consulted today said this [relaxing of the one-child policy] could overturn predictions of an imminent end to global population growth.”
Who’s predicting an imminent end to population growth? The latest UN mid-range projections predict the global population will continue to grow over the next several decades—to 9.2 billion by 2050. Furthermore, even without China abandoning its one-child policy, many already consider the UN mid-range projections optimistically low, since they assume that funding for family planning will continue to increase and the total fertility rate will continue to fall (neither of which is guaranteed). If fertility rates remain the same as they are today, the world population will be 11.9 billion in 2050.
2. Revkin also writes, “Urbanization is likely to help [reduce human impact on the environment] more than hurt.”But according to Brian O’Neill, a scientist who studies the relationships between demographic variables and climate change at the National Center for Atmospheric Research’s Institute for the Study of Society and Environment, preliminary projections of future urbanization in China show higher levels of urbanization correlating with an increase, not a decrease, in carbon emissions. (For more on O’Neill’s findings, click here.) 2008 will mark the first time in history more people have lived in urban areas than in rural ones, and the UN Population Division estimates that by 2050, 70 percent of the world’s population will reside in cities. Given that the vast majority of future population growth—including urban population growth—will be in developing countries, energy-efficient and environmentally friendly design in developing country cities will be crucial in the coming decades.

Brian O’Neill and his colleagues are improving our understanding of some of these factors by modeling how demographic shifts—such as aging or urbanization—could impact climate change. O’Neill is a scientist at the National Center for Atmospheric Research’s Institute for the Study of Society and Environment in Boulder, Colorado, and also leads the Population and Climate Change (PCC) Program at the International Institute for Applied Systems Analysis (IIASA) in Laxenburg, Austria. Researching population-environment interactions and the science and policy of global climate change led to O’Neill’s recent work as a lead author for the Intergovernmental Panel on Climate Change‘s Fourth Assessment Report. In this podcast, O’Neill describes how shifting demographic patterns could influence a changing climate.

›February 8, 2008 // By Wilson Center Staff“Cities themselves represent microcosms of the kinds of changes that are happening globally, making them informative test cases for understanding socioecological system dynamics and responses to change,” argue the authors of “Global Change and the Ecology of Cities,” published in today’s issue of Science magazine. The article focuses on changes in land use and cover, biogeochemical cycles, climate, hydrosystems, and biodiversity.
In an op-ed in today’s Washington Post, Kenyan environmentalist and Nobel Peace Prize laureate Wangari Maathai argues that the country’s post-election violence is partially the result of “the inequitable distribution of natural resources in Kenya, especially land.” Maathai has written extensively on the links between peace and natural resource management.
A joint policy brief by the Center for Strategic and International Studies and the World Resources Institute lays out the challenges associated with simultaneously increasing energy security and reducing carbon emissions, and proposes principles to guide these transitions.
Austria has not abided by its promise to crack down on a leather factory that Hungary contends is polluting the transboundary Raba River, said Hungary’s minister of environment, who proposed bilateral talks to resolve the issue.
This mid-term report evaluates progress made by the USAID-funded Okavango Integrated River Basin Management Project, which seeks to strengthen regional water management institutions and preserve the basin’s biodiversity.
“HIV and AIDS affect all people in a community by driving faster rates of resource extraction and use, increasing gender inequality, lowering the general health of the labor force, and impeding an individual’s ability to maintain a viable livelihood,” argue the authors of “Guidelines for Mitigating the Impacts of HIV/AIDS on Coastal Biodiversity and Natural Resource Management,” which suggests ways to combat these challenges. -
PODCAST – Unleashing the Potential of Urban Growth

This urban growth is inevitable, says a new United Nations Population Fund (UNFPA) report. Although cities are sometimes thought of as synonymous with poverty and large ecological footprints, the report, entitled State of World Population 2007: Unleashing the Potential of Urban Growth, describes the unprecedented urbanization as an opportunity. Lead author George Martine discusses the misconceptions surrounding urbanization and the ways in which policymakers can maximize the benefits of urban growth.

The French Connection: Population, Environment, and Development
›April 1, 2007 // By Gib ClarkeFor the past three years, the Parisian NGO Committee for International Cooperation in National Research in Demography (CICRED) has funded programs around the world on the connections among population, environment, and development. Last week, representatives from these research programs—the overwhelming majority of whom are natives of the countries where the work was done—presented the findings of their studies at an international colloquium at UNESCO’s headquarters in Paris.
Twenty studies, representing countries throughout sub-Saharan African and Asia, were presented. Although each study produced unique findings, common themes emerged: inter- and intra-national immigration and rapid urbanization are cause for concern. In many of the studies, the rates of urbanization were such that urban planning could not keep up, leading to shortages of basic services like water and sanitation.
While immigration is often looked at in terms of the impact on the country of destination, presenters emphasized the negative impacts in the country of origin. Emigration often creates imbalances in gender and age cohorts (i.e., differing proportions of males and females, and a partially “missing” generations of younger people). The loss of social bonds and relationships—a phenomenon that Harvard’s Allan Hill calls a breakdown in the “moral economy,” as well as the loss of available labor, leads to less labor-intensive agricultural practices which sacrifice the environment and favor short-term gain for long-term need. Finally, although climate change was not the focus of any of these studies, its potential impact on the environment and livelihoods was an ever-present theme.
