Brazilian Security Forces to Help Curb Amazon Deforestation
›February 20, 2008 // By Sonia SchmanskiLast month, the Brazilian government announced it would step up measures to combat illegal logging in the Amazon rainforest, including deploying Brazilian soldiers and police officers to regions that have recently suffered heavy deforestation. Last week, it made good on that promise, as Brazilian police confiscated 353,000 cubic feet of lumber from eight illegal sawmills in the state of Para—one of the biggest loads ever seized.
The heightened enforcement follows a recent surge in illegal logging in the Amazon. Despite assurances from President Luiz Inacio Lula da Silva that his administration had implemented successful policies to curb deforestation, 1,250 square miles of rainforest were cleared during the last five months of 2007. (It’s worth noting that this figure, provided by the government, is disputed, and as higher-resolution images become available, some expect it will as much as double.)
This isn’t the first time the Brazilian government has tried to utilize security forces to protect the Amazon. The System for Vigilance of the Amazon (SIVAM) was created more than a decade ago “(a) to monitor human movements and activities and their impact on the Amazon; (b) to increase knowledge about the region’s environment, biodiversity, climate, and geophysicalfeatures; and (c) to protect the Amazon’s environment while promoting local economic development there,” according to Thomaz Guedes da Costa. Several years into the program, he observed that SIVAM’s lack of transparency and failure to involve non-official organizations were seriously hampering its ability to achieve its objectives.
Some environmental experts doubt the new measures will do much to slow the pace of illegal logging in the Amazon. Roberto Smeraldi, head of Friends of the Earth Brazil, told Reuters, “The government raises a red flag with the left hand and chops trees with the right,” referring to the negative impacts of government infrastructure, mining, and landless peasant resettlement projects on the Amazon.
Rainforest destruction has been at the forefront of global discussion lately, with high-profile figures leading the way. In a speech to the European Parliament last week, Prince Charles argued for the creation of a global fund to preserve tropical rainforests, explaining that “in the simplest of terms, we have to find a way to make the forests worth more alive than dead.” International attention has likely put pressure on the da Silva government to undertake heightened measures against illegal forest clearing.
Roberto Mangabeira Unger, a Harvard law professor and Brazil’s new minister for strategic affairs, hopes to use his office to create a plan for Amazonian development that addresses both ecological and economic issues. “The Amazon is not just a set of trees,” he told The New York Times. “It is a set of 25 million people. If we don’t create real economic opportunities for them, the practical result is to encourage disorganized economic activities that results in the further destruction of the rain forest.” A recent Wilson Center event explored the challenges associated with balancing infrastructure development and environmental conservation in the Amazon. - 
										                                       
Is a Green Revolution in the Works for Sub-Saharan Africa?
›February 1, 2008 // By Rachel Weisshaar“After decades of mistreatment, abuse, and exploitation, African farmers—still overwhelmingly smallholders working family-tilled plots of land—are awakening from a long slumber,” writes G. Pascal Zachary in the Winter 2008 issue of the Wilson Quarterly. In “The Coming Revolution in Africa,” Zachary argues that sub-Saharan Africa’s small-scale farmers—who constitute 60 percent of the region’s population—are making important gains that could transform them into key economic and political players in their countries.
Several factors are contributing to the growth of sub-Saharan African agriculture, says Zachary, including:- Rising prices for crops, including corn and coffee, partially due to the global ethanol boom;
 - Growing use of modern agricultural techniques and products such as fertilizer, irrigation, mechanization, and improved seed varieties;
 - Increasing urbanization, which frees up land in the countryside, creates consumers for crops, and links farmers to global markets; and
 - African governments’ growing recognition of the crucial economic role played by small-scale farmers. “African governments seem likely to increasingly promote trade and development policies that advance rural interests,” says Zachary.
 
In addition, although Zachary’s optimism is refreshing, he is perhaps too dismissive of the serious challenges facing these farmers, which include climate change, water scarcity (especially as irrigation becomes more widespread), high population growth, lack of access to health care, weak land tenure laws, and civil strife. But with more global attention, better national and international policies, and more financial support, small-scale African farmers may indeed overcome these obstacles and help lead their countries out of poverty. - 
										                                       
Refugees’ Bushmeat Consumption Threatening Tanzanian Wildlife
›January 31, 2008 // By Liat RacinLacking adequate protein in their diet, refugees in Tanzania are eating chimpanzees and other endangered species, says a report by the international wildlife conservation group TRAFFIC, a joint project of the World Wildlife Fund and the World Conservation Union (IUCN). “Relief agencies are turning a blind eye to the real cause of the poaching and illegal trade: a lack of meat protein in refugees’ rations,” said George Jambiya, the lead author of the report, which urges humanitarian agencies to supply refugees with legal, sustainable wild meat.
In response to the report’s assertions, Christiane Berthiaume of the UN World Food Programme, which feeds 215,000 refugees in Tanzania, said that meat spoils quickly, and substituting canned meat for the cheaper beans that currently supply the refugees with protein would cost an additional $46 million over the estimated $60 million currently dedicated to feeding refugees in Tanzania during 2007 and 2008. An IUCN press release argues that not providing East African refugees with meat is inequitable, given the provision of corned beef to Croatians, Slovenians, and Serbians displaced during the early 1990s.
The decimation of the wildlife surrounding refugee camps is threatening local non-refugee communities that depend on wildlife for food and income. Smaller wildlife populations also make these areas less attractive to tourists, another source of income. -

Chimpanzees and other endangered species are being threatened by a thriving bushmeat trade in Tanzanian refugee camps, says a report by the NGO Traffic. “The scale of wild meat consumption in East African refugee camps has helped conceal the failure of the international community to meet basic refugee needs,” said report lead author George Jambiya.
“Health professionals have a vital contributory role in preventing and reducing the health effects of global environmental change,” argue A. J. McMichael and colleagues in an article in the British Medical Journal (subscription required to access full text).
