Trip Report: Garmisch, Germany
›January 4, 2008 // By Geoffrey D. DabelkoVisiting Garmisch, Germany, is not exactly hardship duty. The snowy peaks of the German Alps are visible well before arriving at this Bavarian skiing haven, located 88 kilometers south of Munich. But this is no typical vacation paradise: Garmisch is home to the joint U.S.-German George C. Marshall European Center for Security Studies, a leading security and defense educational institution, and its College of International and Security Studies (CISS). For the past 15 years, the Center has brought together security officials from militaries, intelligence services, and ministries for dialogue and education. These collaborative programs help security experts develop and maintain crucial personal connections with their counterparts in other countries.
At the Fall 2007 “Program in Advanced Security Studies” course at CISS, representatives from 34 countries met in the classroom during the day, and, perhaps just as importantly, in the local watering holes at night. The 12-week course, filled with traditional topics such as nuclear proliferation, terrorism, and asymmetrical warfare, ended with a curveball this December: The capstone lectures, meant to provoke students to look beyond traditional security concerns, focused on climate change. On December 3, 2007, three of us—Wolfgang Seiler of the Fraunhofer Institute for Atmospheric Environmental Research in Garmisch, Alexander Carius of Adelphi Research in Berlin, and I—did our best to mix things up.
Seiler led off with an energetic and sweeping presentation on the latest climate science, and proceeded to outline the likely social, economic, and agricultural effects of higher temperatures, intensified storms, changing precipitation patterns, and rising sea levels. He urged Europeans to start addressing this fundamental challenge by recognizing the inadequacy of their own climate change mitigation activities, rather than simply pointing fingers at the United States.
Carius unpacked the findings of a major climate and security study by the German Advisory Council on Global Change. He used the case of Central Asia to walk the more than 160 students through climate change’s expected impacts on regional water supply and their larger social, economic, political, and security implications. For the next few decades, melting glaciers will provide Central Asia with adequate water. But as they continue to recede, this water supply—so critical for agriculture and energy in the region—will diminish greatly. Any government—let alone the relatively new countries of Central Asia, which consistently fall in the World Bank’s lowest quartile of governance rankings—would struggle to prepare for and adapt to this impending water scarcity.
In my remarks, I urged security officials around the world to abandon the stereotype that climate change and other environmental issues are the preserve of tree-hugging environmental activists. In fact, climate change poses real threats that security officials have a responsibility to examine. To address concerns that climate science is too uncertain, I cited the parallel drawn by retired U.S. Army General Gordon Sullivan between making battlefield decisions with incomplete information and tackling climate change without precise predictions.
At the same time, I warned against overselling the links between climate change and violent conflict or terrorism. Climate change is likely to exacerbate conditions that can contribute to intra-state conflict—for instance, competition over declining resources such as arable land and fresh water, or declining state capacity or legitimacy—but it is neither a necessary nor a sufficient cause of conflict. Labeling the Darfur genocide a “climate conflict” is both wrong and counterproductive: It lets the regime in Khartoum off the hook and ignores proximate political and economic motivations for fighting. In the case of Darfur, examining climate change’s role in desertification, the long and deep drought, declining soil moisture levels, and declining agricultural productivity provides a fuller understanding of how conflict between Sudanese pastoralists and agriculturalists has reached this extreme.
I also suggested analyzing whether policy responses to climate change—such as the increased use of biofuels—could create new social conflict. The surge in palm oil cultivation in Indonesia, for example, is arguably accelerating deforestation rates and increasing the chances of conflicts between the owners of palm oil plantations and people who depend on forest resources for their livelihoods.
Small-group discussions ranged widely: European border control officials took great interest in potential increases in South-to-North migration flows from Africa and South Asia. Naval officers focused on the implications of an ice-free Northwest Passage in the Arctic, as well as sea-level rise that may swamp harbors and low-lying island bases.
As with all classes—whether constituted of military officers or not—some students couldn’t get enough of the discussion, while others were less inspired. I left with the impression that, like most military audiences, they did not welcome climate change as a new mission for security institutions. They perhaps recognized the need to study the potential impacts of climate change that may influence their traditional security concerns, even as they remained skeptical that climate change is as critical as some policymakers and researchers claim. -
Melting Arctic Poses Multiple Security Threats, Say Canadian Experts
›December 28, 2007 // By Rachel Weisshaar“We are indeed at a cooperation versus conflict nexus,” said Rob Huebert, associate director of the University of Calgary’s Centre for Military and Strategic Studies, at a December 11 meeting sponsored by the Wilson Center’s Canada Institute. Huebert was joined by fellow Arctic expert Michael Byers, the academic director of the University of British Columbia’s Liu Institute for Global Issues, in a discussion of the potential security threats introduced by a rapidly melting Arctic.
According to Byers, approximately 1.2 million square kilometers of sea ice—an area far larger than the state of California—melted between September 2006 and September 2007. If this trend continues, the Arctic could experience seasonal ice-free periods in 10 or 15 years. The melting ice is opening up previously inaccessible shipping routes, and Byers argued, “It’s not a question of if, but when, the ships come.” Increased shipping activity could attract people trying to smuggle nuclear weapons or materials, illegal drugs, terrorists, or illegal immigrants into North America.
The melting ice is not only opening up shipping routes, but is also uncovering vast oil and gas reserves. The Arctic marine ecosystem is extremely fragile, and an oil spill like the Exxon-Valdez would have “catastrophic environmental consequences,” said Byers. -
China’s Environment: A Few Things We Should Know
›December 17, 2007 // By Linden EllisLast week, I attended a conference hosted by the Berkeley China Initiative and the Luce Foundation entitled “China’s Environment: What Do We Know and How Do We Know it?” The two-day conference attracted many of the big names on China’s environment: leading Chinese journalist and environmentalist Ma Jun, Barbara Finamore of the Natural Resources Defense Council, Orville Schell of the University of California, Berkeley, and Jim Yardley of The New York Times, to name a few. While many of the speakers addressed the two questions in the title of the conference, a presentation that stuck in my mind was by the University of Alberta’s Wenrang Jiang, who also asked, “What should we know about China’s environment?” Proposed answers to this question surfaced and resurfaced throughout the conference, but there are a few with which most attendees would likely concur.
First, and most importantly, as Westerners addressing China’s environmental crises, we need to understand that China’s government and people do not need to be told how bad their environment is: They know. What they need are the technology and technical assistance to address these problems. A particularly striking example of where technical tools are needed, raised by speaker Ye Qi of Tsinghua University and again this week at a China Environment Forum meeting in Washington, D.C., is data collection. China needs researchers, academics, and policymakers to guide the development of a strong data collection infrastructure.
Second, we must recognize that China is not a threatening environmental culprit. In fact, many Chinese environmental regulations and policies are more progressive than our own. China’s biggest challenge is developing the mechanisms to enforce these policies and regulations at the local level—another area in which assistance from abroad could be particularly fruitful. Although several laboratories recently declared that China surpassed the United States in total carbon dioxide (CO2) emissions this year, China’s per capita CO2 emissions are still only one-sixth of the United States’ per capita emissions. China and India’s combined CO2 emissions account for only 10 percent of the world’s total; furthermore, according to speaker Gang He of Columbia University, 27 percent of China’s emissions are due to goods it manufactures and then exports. China’s vehicle emissions laws will meet Euro IV standards nationwide by 2010, which 90 percent of U.S.-manufactured sport utility vehicles could not pass today.
Finally, we must bear in mind the level of pollution-related suffering that occurs in China. We cannot simply impose lofty, globally beneficial programs upon a population struggling daily with unmet human needs. A presentation by Shannon May of the University of California, Berkeley, on the failure of an eco-village in China illustrated this point beautifully. May polled villagers to find out why they had not moved into a new eco-village that had been built to improve land and energy efficiency. She discovered something environmentalists had failed to note: With the 60,000 RMB required to move into the eco-village homes, villagers could instead invest in aquaculture or other industries with high returns, build a home to their own specifications, or pay for a wedding for their children. We must make sure that global goals—such as slowing climate change—that require sacrifices from certain populations also produce tangible local benefits, such as reducing toxic air pollutants.
As several attendees mentioned during the conference, China needs more yin from its Western partners—more patience, flexibility, and self reflection, particularly. Many international NGOs that have worked in China for a long time understand this, but larger bilateral programs shaped by political agendas are not always as flexible.

Water Causing Tension in Central Asia
›December 7, 2007 // By Rachel Weisshaar“The water crisis in Central Asia is due to the way water has been allocated and managed; it is not a crisis of quantity but of distribution,” asserts Jeremy Allouche, a visiting fellow at the MIT Center for International Studies, in “The governance of Central Asian waters: national interests versus regional cooperation,” available in the latest issue of the UN Institute for Disarmament Research’s Disarmament Forum.
The shrinking of the Aral Sea, which began in the 1960s, first drew international attention to the region’s water issues. The Aral Sea has been an ecological disaster, but Central Asia now has another, equally serious hydrological problem: how to divide the region’s limited water among competing countries that need it for irrigation, hydropower, and other uses. Kazakstan, Uzbekistan, Turkmenistan, Tajikistan, and Krygystan have had largely hostile relations over water distribution since they achieved independence in 1992, and these tensions could boil over into violent conflict unless the countries can implement a functional regional water agreement.
Allouche offers a concise, lucid overview of the challenges of the region’s post-independence water governance system, including analyses of how the water policies of Central Asia’s major players (which also include Afghanistan, China, and Russia) affect regional tensions over water. -
New UN Report Highlights Climate Change, Poverty
›November 29, 2007 // By Sean PeoplesMitigating the effects of global climate change will require an integrated approach, says the UN Development Program’s (UNDP) new report, Human Development Report 2007/2008, which focuses on the human dimensions of a warming planet and highlights the challenges vulnerable populations face in adapting to climatic shifts.
According to the report:Violent conflicts, insufficient resources, lack of coordination and weak policies continue to slow down development progress, particularly in Africa. Nonetheless in many countries there have been real advances…This development progress is increasingly going to be hindered by climate change. So we must see the fight against poverty and the fight against the effects of climate change as interrelated efforts. They must reinforce each other and success must be achieved on both fronts jointly.
This report has abundant company: In the last year, studies highlighting the climate-security nexus have been published by the CNA Corporation, the Center for a New American Security, the UN Development Program, and International Alert. These studies advocate bold new policies, enumerate the short-term and long-term costs of inaction, and connect climate change to other salient issues, such as security and poverty.
It is becoming impossible to ignore the growing body of scientific evidence and chorus of voices advocating immediate action on climate change. But global leaders have not reached consensus on the issue, due in large part to the U.S. government’s objections to binding emissions limits. The next UN climate change conference meets in Bali next month, but major revelations and ambitious new policies are unlikely. Although the U.S. government has begun to shift its rhetoric, few expect it to change its policies soon.
According to the UNDP report, developed nations account for 15 percent of the global population, but nearly half of global CO2 emissions. If greenhouse gas emissions are not cut by at least 30 percent in the next 15 years, the UNDP projects the Earth’s average temperature will increase by as much as two degrees Celsius. These projections have sobering consequences, especially in developing nations, where climate change “will undermine efforts to build a more inclusive pattern of globalization, reinforcing the vast disparities between the ‘haves’ and the ‘have nots’.” -
Environmental Peacemaking in the Golan Heights?
›November 26, 2007 // By Rachel WeisshaarThe United States and Israel could garner more meaningful engagement from Syria in the Middle East peace process by proposing the creation of a peace park in the disputed Golan Heights area, say University of Vermont Associate Professor Saleem Ali, a recent speaker at the Wilson Center, and Rabbi Michael Cohen of the Arava Institute for Environmental Studies in Israel in “Salvaging Peace with Syria,” available on the Carnegie Council’s “Policy Innovations” website. Noting that transboundary conservation areas have helped resolve past conflicts—as with the Cordillera del Cóndor Transboundary Protected Area, established between Peru and Ecuador in 1995—the authors argue that a Golan Heights peace park should be on the agenda at tomorrow’s Middle East peace conference in Annapolis. -
Green Helmets for Gorillas? Weighing the Case for Ecological Intervention

Robyn Eckersley, a professor of environmental politics at the University of Melbourne, Australia, explores the morality, legality, and legitimacy of such involvement in “Ecological Intervention: Prospects and Limits,” which appears in the latest issue of Ethics and International Affairs.
Eckersley argues that the United Nations—particularly the Security Council—possesses the authority to assume a larger role in protecting the environment. This idea is not original, however: Klaus Töpfer, former head of the UN Environment Programme, and Mikhail Gorbachev have both called for the creation of a “green helmets” force to respond to environmental crises.
Eckersley identifies three categories of environmental harm that could justify an ecological intervention—which she defines as “the threat or use of force by a state or coalition of states within the territory of another state and without the consent of that state in order to prevent grave environmental damage”—or the launch of an ecological defense—which she defines as “the preventive use of force in response to the threat of serious and immediate environmental harm flowing into the territory of a ‘victim’ state.”- A major environmental emergency with transboundary spillover effects. As an illustration, Eckersley hypothesizes a Chernobyl-like nuclear accident in a country that lacks the capacity to cope with the catastrophe but refuses foreign assistance. She argues that the notion of “territorial integrity” inscribed in the UN Charter can readily be interpreted to include “ecosystem integrity”—and therefore justify an intervention by an affected state. Currently, a country affected by another country’s nuclear accident can only hope for monetary reparations.
- An ecocide—the result of intentional, systematic acts that cause widespread, long-term, and severe damage to the environment—involving serious human rights violations. Saddam Hussein’s decimation of the marsh region that was home to the Madan, or Marsh Arabs, is a case in point. Eckersley’s legal argument here relies on an expansive interpretation of the UN Charter’s notion of “threat to the peace.”
- An ecocide involving no serious harm to human beings. An illustration of this situation would be the deployment of troops in the Great Lakes to protect the mountain gorillas. Contending that biodiversity is a “common concern of humankind,” Eckersley argues that states have a responsibility to other states to protect their environment, as the 1992 Rio Declaration on Environment and Development suggests.
Eckersley’s proposition, though interesting, suffers from a number of pitfalls. One major problem is that her argument could open the door to an extremely wide range of military interventions. For instance, her call for interventions to protect endangered species is extremely impractical—if not impossible—given the prediction that climate change will threaten the existences of millions of species will be at risk by 2050. One option—though not without serious problems of its own—would be to establish a list of “indispensable” species.
Another weakness of Eckersley’s article is that it neglects the role of incentives, focusing instead on the use of force, even though governments are often more receptive to the former. The army is probably not the organization best-suited to protecting coral or chimpanzees. Troop deployments are both financially and morally costly: Developing countries might view an increasing number of interventions by the Security Council as a violation of their sovereignty or a new form of colonization. Furthermore, it will take far more than military interventions to ensure the health of the environment.
Additional flaws in Eckersley’s argument include her attempt to build the case for ecological interventions on that of still-controversial humanitarian interventions, and her wish to saddle the United Nations with additional responsibilities.
Ecological intervention and ecological defense are interesting concepts, anticipating the future importance of the environment in foreign policy. However, Eckersley’s argument goes too far. Few countries would send troops into hostile territory solely to protect the local environment or wildlife. The necessary intermediate step is to continue studying the links between conflict and the environment, biodiversity, and climate change. That research will make possible the development of pragmatic, environment-centered conflict-prevention and conflict-resolution strategies. -
The Shifting Discourse on Oil Independence
›November 14, 2007 // By Thomas RenardFor years, some experts have predicted that the depletion of global oil reserves—and the resulting rising price of oil—would make U.S. dependence on foreign oil economically untenable. Calls to address American energy consumption are nothing new. Yet technology has expanded the industry’s ability to find and extract oil: The National Petroleum Council estimates the total proven reserves at 1.2 trillion barrels—38 years of supply at current rates of consumption. It is likely that another trillion barrels of undiscovered oil exist, as well as 1.5 trillion barrels of “unconventional” reserves of heavy oil, according to the federally chartered advisory committee. As Vijay Vaitheeswaran argues in Foreign Policy magazine, “the world is simply not running out of oil. It is running into it.”
Recently, then, many advocates of oil independence have shifted from an economic argument, which has become hard to sustain at a time when governments are paying $98 a barrel for oil, to a security argument—although this is not to say that national security was not a concern at all previously. Besides the failure of alarmist predictions, two factors explain the shift from an economic to a security discourse: climate change and terrorism. The growing awareness of the causes and extent of climate change has tarnished the image of fossil fuels. According to a BBC poll, 50 percent of the world population favors higher taxes on fossil fuels.
Even more than climate change, however, it is the links between oil and terrorism that cause concern among policymakers. At a conference at the Brookings Institution, former CIA director James Woolsey argued that oil revenue often flows to Islamist regimes that finance madrassas, which educate the next generation of terrorists. Oil can be a source terrorism, but it can also be a target. Oil convoys are one of the main concerns of U.S. troops in Iraq, as they are frequently attacked by terrorists. In addition, the oil fields of the Niger Delta are often attacked by rebel groups.
In his book Freedom from Oil, David Sandalow, an expert on energy policy and climate change, explores what could happen if the next president prioritized oil independence– which he defines as reducing U.S. oil consumption to the point that imports are minimal. [For Sandalow’s response, read comments below.] He believes the transportation complex should be the target of future policies, and that biofuels and plug-in cars are part of the solution. Indeed, as Vaitheeswaran notes, “this year, two-thirds of U.S. oil consumption—and half of global oil consumption—will be sucked up by cars and trucks. Reinventing the car is the only serious way to wean the world off oil.”
