The article focuses on changes in land use and cover, biogeochemical cycles, climate, hydrosystems, and biodiversity.
In an op-ed in today’s Washington Post, Kenyan environmentalist and Nobel Peace Prize laureate Wangari Maathai argues that the country’s post-election violence is partially the result of “the inequitable distribution of natural resources in Kenya, especially land.” Maathai has written extensively on the links between peace and natural resource management.
A joint policy brief by the Center for Strategic and International Studies and the World Resources Institute lays out the challenges associated with simultaneously increasing energy security and reducing carbon emissions, and proposes principles to guide these transitions.
Austria has not abided by its promise to crack down on a leather factory that Hungary contends is polluting the transboundary Raba River, said Hungary’s minister of environment, who proposed bilateral talks to resolve the issue.
This mid-term report evaluates progress made by the USAID-funded Okavango Integrated River Basin Management Project, which seeks to strengthen regional water management institutions and preserve the basin’s biodiversity.

New Year Sees Heightened Violence in Niger
›January 18, 2008 // By Sonia SchmanskiHostility between the Niger Movement for Justice (MNJ) and the country’s government—brewing since government officials announced a sharp increase in mining project commitments in the northern region of Niger in early 2007—escalated this month. Violence reached Niger’s capital city of Niamey for the first time on January 8, 2008, when a landmine exploded under a car, killing a local radio director. The MNJ, which decries what it perceives as the unequal distribution of profits from uranium mining and oil drilling in Tuareg territory, has killed nearly 50 soldiers since early last year, earning the wrath of the Nigerien government. Although the group vehemently denies any involvement with the January 8 attack, many in Niger are skeptical of this claim.
Ethnic Tuaregs, who live mostly in northern Niger and account for eight percent of the country’s population, make up the majority of the MNJ. Politically marginalized following independence and devastated by the desertification of the Sahel and the droughts of 1968-74 and 1984-85, the Tuareg also suffered from the government’s refusal to assist the drought-stricken territories and government expropriation of international humanitarian aid. Following the droughts, many Tuaregs moved to urban areas, where they found themselves culturally isolated. Others were forced to move into refugee camps, while still others migrated to Algeria and Libya. In Niger, this social divide, coupled with economic hardship, manifested itself in violent rebellion between 1990 and 1995, when a peace deal was brokered in Ouagadougou, Burkina Faso. The peace, however, was neither complete nor lasting.
Recently, lack of access to the economic benefits of oil drilling and uranium mining in Tuareg territory has led to increasingly volatile relations between the Tuareg and Niger’s government. Government spokesman Mohamed Ben Omar’s announcement last May that Niger would seek to triple its uranium production in the near future only increased the tension. In addition, several instances of violence during 2007 have further strained relations between the MNJ and Niger’s government. On April 20, Tuareg rebels attacked uranium prospectors from the French-controlled Areva mining company in northern Niger, calling for increased benefits for the local Tuareg population and better implementation of the 1995 peace accord, which required companies to give preference to the Tuareg in their hiring processes. On July 6, rebels captured and held a Chinese mine employee for four days before releasing him.
The violence seems set to continue: On January 10, 2008, Nigerien Energy and Mines Minister Mamadou Abdulahi announced that Niger would award 100 new mining exploration permits over the next two years and seven new oil exploration licenses in 2008, and on January 13, Areva announced plans to undertake the largest industrial mining project ever in Niger. Areva will invest more than €1 billion in the project, which will produce nearly 5,000 tons of uranium a year.
The Environmental Change and Security Program (ECSP) has long explored the connections between natural resources and security. ECSP’s January 9, 2008, meeting, “Innovative Partnerships for Peace: The Role of Extractive Industries in Resource-Based Conflict Prevention and Mitigation,” was the first in a series that will explore the links between conflict, natural resources, and human health. -
Water Causing Tension in Central Asia
›December 7, 2007 // By Rachel Weisshaar“The water crisis in Central Asia is due to the way water has been allocated and managed; it is not a crisis of quantity but of distribution,” asserts Jeremy Allouche, a visiting fellow at the MIT Center for International Studies, in “The governance of Central Asian waters: national interests versus regional cooperation,” available in the latest issue of the UN Institute for Disarmament Research’s Disarmament Forum.
The shrinking of the Aral Sea, which began in the 1960s, first drew international attention to the region’s water issues. The Aral Sea has been an ecological disaster, but Central Asia now has another, equally serious hydrological problem: how to divide the region’s limited water among competing countries that need it for irrigation, hydropower, and other uses. Kazakstan, Uzbekistan, Turkmenistan, Tajikistan, and Krygystan have had largely hostile relations over water distribution since they achieved independence in 1992, and these tensions could boil over into violent conflict unless the countries can implement a functional regional water agreement.
Allouche offers a concise, lucid overview of the challenges of the region’s post-independence water governance system, including analyses of how the water policies of Central Asia’s major players (which also include Afghanistan, China, and Russia) affect regional tensions over water. -
New Carbon Monitoring Website Launched

Carbon Monitoring for Action—CARMA for short—is a project of CGD’s Confronting Climate Change Initiative. The project also highlights clean power producers, reveals the largest power-producing plants, and hosts a blog. Some of the downloadable content is temporarily disabled, likely due to heavy web traffic. Nevertheless, a visit to CARMA is worth your time for the interactive map alone.

The Shifting Discourse on Oil Independence
›November 14, 2007 // By Thomas RenardFor years, some experts have predicted that the depletion of global oil reserves—and the resulting rising price of oil—would make U.S. dependence on foreign oil economically untenable. Calls to address American energy consumption are nothing new. Yet technology has expanded the industry’s ability to find and extract oil: The National Petroleum Council estimates the total proven reserves at 1.2 trillion barrels—38 years of supply at current rates of consumption. It is likely that another trillion barrels of undiscovered oil exist, as well as 1.5 trillion barrels of “unconventional” reserves of heavy oil, according to the federally chartered advisory committee. As Vijay Vaitheeswaran argues in Foreign Policy magazine, “the world is simply not running out of oil. It is running into it.”
Recently, then, many advocates of oil independence have shifted from an economic argument, which has become hard to sustain at a time when governments are paying $98 a barrel for oil, to a security argument—although this is not to say that national security was not a concern at all previously. Besides the failure of alarmist predictions, two factors explain the shift from an economic to a security discourse: climate change and terrorism. The growing awareness of the causes and extent of climate change has tarnished the image of fossil fuels. According to a BBC poll, 50 percent of the world population favors higher taxes on fossil fuels.
Even more than climate change, however, it is the links between oil and terrorism that cause concern among policymakers. At a conference at the Brookings Institution, former CIA director James Woolsey argued that oil revenue often flows to Islamist regimes that finance madrassas, which educate the next generation of terrorists. Oil can be a source terrorism, but it can also be a target. Oil convoys are one of the main concerns of U.S. troops in Iraq, as they are frequently attacked by terrorists. In addition, the oil fields of the Niger Delta are often attacked by rebel groups.
In his book Freedom from Oil, David Sandalow, an expert on energy policy and climate change, explores what could happen if the next president prioritized oil independence– which he defines as reducing U.S. oil consumption to the point that imports are minimal. [For Sandalow’s response, read comments below.] He believes the transportation complex should be the target of future policies, and that biofuels and plug-in cars are part of the solution. Indeed, as Vaitheeswaran notes, “this year, two-thirds of U.S. oil consumption—and half of global oil consumption—will be sucked up by cars and trucks. Reinventing the car is the only serious way to wean the world off oil.” -
‘Lancet’ Series Takes on Energy, Health

Health is an important enough aspect of energy policy to deserve a much greater influence on decisions about our future personal, national, and global energy strategies….Energy is as important as any vaccine or medicine. 2 billion people currently lack access to clean energy: they live in energy poverty and insecurity. International institutions, such as the World Bank and WHO, have repeatedly failed to make the connection between energy and health in their country work,” writes Lancet editor Richard Horton in the journal’s September 15, 2007 issue.
A six-article series in The Lancet examines how energy use—or the lack thereof—affects human health. Providing needed data on the health and economic impacts of both energy use and energy scarcity, the series explores one of the many links between environment and human security. Persian Gulf to the “New Gulf”: New Book Takes New Approach to U.S. Energy Relationships
›May 29, 2007 // By Sean PeoplesAs Americans grow increasingly uneasy with our reliance on oil imports from the Middle East, a new region in Africa—the Gulf of Guinea—is emerging as a pivotal oil exporter. An ambitious new book, Oil and Terrorism in the New Gulf, written by James J. F. Forest and Matthew V. Sousa, focuses on this region of Africa and highlights the U.S. strategic interest in its oil-producing countries: Angola, Cameroon, Chad, Congo, Equatorial Guinea, Gabon, Nigeria, and the island nations of Príncipe and São Tomé. This “New Gulf” not only provides the U.S. with a new oil supply, but also affords a chance to reframe our energy relationships.
Oil consumption is on the rise, with the United States leading the pack at nearly 25 percent of aggregate global oil use. Meanwhile, rapid industrialization and economic growth in India and China continues to push demand even higher. The Gulf of Guinea region is vying to meet the demand.
This book asks a critical question: how will the New Gulf cope with growing demand for oil in the face of pervasive poverty, weak governance, and corruption? The crux of the problem: stability in this region is an obstacle. According to the authors, stability is contingent on a calculated foreign policy framework, and the United States’ ability to learn from its mistakes in its quest for Middle East oil:Our continued support for undemocratic regimes, coupled with our willingness to do virtually anything to maintain open and reliable access to the oil resources of the Middle East, has produced increasing animosity throughout the region that will take years of hard work to reverse.
The authors advocate building energy relationships that avoid the Middle East model—a model beset by “shortsighted U.S. interests rather than long-term, fundamental U.S. values.” Instead, they say, America’s energy relationship with the New Gulf should be stable and cooperative, and built off a clear framework that promotes three, integrated priorities:- 1. Human security
- Economic development
- Democratization

Environmental Security – It’s Big in Europe
›April 5, 2007 // By Gib ClarkeTo an American “outsider” like me, a recent conference in Berlin on integrating environment, development, and conflict prevention reflected the stark contrast between our policies and those of the EU. Though we are confronting similar situations – indeed, the same situation – we are dealing with them quite differently. In recent years, European policymakers have tried to balance environmental and energy concerns, working to decrease humans’ impact on climate and the environment and encourage environmental cooperation, while still generating enough energy for growth.
The tone of the conference was bleak, but the EU’s recent action on climate change is an encouraging sign of how governments can use scientific data to make difficult policy decisions. Only a month age, the EU agreed to cut greenhouse gas emissions by 20 percent by 2012.
Interestingly, the conference was situated at the center of German’s current political dominance, coming on the heels of the EUs 50th Anniversary celebration in Berlin and during the year of Germany’s joint Presidency of the EU and the G8. The conference’s timing also preceded the start of the UK’s Presidency of the United Nations Security Council. John Ashton, special representative on climate change at the UK Foreign & Commonwealth Office, announced that the UK will hold a “thematic debate” in the Security Council exploring the relationship among climate, energy, and security. The debate, the first of its kind at such a high level, will focus on the security implications of a changing climate, as well as other factors that contribute to conflict, like population growth, immigration, and access to food, water, and natural resources.
