Virtual Water Is Promising, But Rational Approach to Agriculture Also Needed, Says Water Expert
›August 26, 2008 // By Karen BencalaFor those of you following the development of the “virtual water” concept, which could help us accurately value goods on the international market, address food security in arid regions, and foster global cooperation, Vaclav Smil of the University of Manitoba provides useful commentary in “Water News: Bad, Good and Virtual,” his article in the current issue of American Scientist (subscription required). Like other water experts, Smil touts the potential of desalination and virtual water to change the way we address today’s water challenges (see my recent post on a Scientific American article by Harvard professor Peter Rogers), but he also argues that if we truly want to reduce our water use, we will have to adopt “rational food production” and “sensible carnivory.”
Smil defines virtual water as “all freshwater required for [the production of] a crop or an animal foodstuff in the place of its origin” and recognizes it as a valuable accounting tool. Yet he also believes that Americans and other affluent consumers must adopt two additional practices if we truly wish to change the way we use and manage our water resources. The first is rational food production; for instance, the United States currently produces approximately 45 percent more food than is needed by its population. The second is sensible carnivory; Smil calculates that if Americans reduced beef, pork, and poultry consumption by a third, they could save a total of 120-140 cubic kilometers of virtual water over the course of a year (equivalent to the amount of virtual water used to make 15 billion leather shoes).
For those who desire a more technical understanding of the concept, the article also goes into detail as to why some crops require more water, why the virtual water costs of dairy and meat products are so high, and why the amount of water saved by importing virtual water depends on the conditions in both the importing and exporting countries.

“New Demography” Drives World Bank Population Policy in Africa
›August 26, 2008 // By Sonia Schmanski“African elites have long had the perception that rapid population growth was not an issue because of the vastness of Africa, abundance of resources, relatively low population densities and, more recently, the threat of HIV/AIDS,” but as rapid population growth becomes a more urgent problem across the continent, that view is increasingly falling out of favor, said World Bank lead demographer John May in a recent interview with the African Press Organization. As governments work to improve their population programs, the World Bank is adopting “new demography” principles that examine age structures, dependency ratios, human capital investments, and the demographic dividend to craft cross-sectoral approaches to population policy.
Current demographic trends, the result of reduced infant and child mortality and slowly falling fertility rates, will double the population of Africa by 2036 if left unaddressed, said May. The security implications of this population growth are readily apparent. Rapid population growth has been identified as a factor in increasing resource scarcity and can help lead to conflict. In Sudan, for example, the pressures of overgrazing, desertification, ongoing drought, and escalating competition between pastoralist and agriculturalist communities have contributed to violence. Kenya presents a similar scenario: Rapid and uneven population growth led to land scarcity in the late 1980s, exacerbating latent political and ethnic tensions. The violent conflict that erupted between 1991 and 1993 was fueled in part by natural resource scarcity. More recently, insecure land tenure, shaky property rights, and competition over natural resources have triggered violence across East Africa. Population pressures also play a part, and some argue that demographically-induced land scarcity was at the heart of violence in Kenya earlier this year.
May lamented that far less attention has been paid to population than to humanitarian crises, good governance, and climate change—despite compelling evidence that population growth is likely to negatively impact the chances for peace. Sexual and reproductive health, for example, form 20 percent of the global disease burden, and there is compelling evidence that good reproductive health leads to poverty reduction. He reminds us that demographic issues are inextricably tied to larger development issues, and must be addressed together.
Some countries have successfully reduced fertility rates, May noted. In the 1960s, the Tunisian government introduced a program to reduce fertility rates through increased education for girls, government provision of family planning services, and legal reforms to increase the economic status of rural women and girls. Today, the country boasts a replacement-level fertility rate. Efforts to improve gender equity are highly effective in reducing unsustainable population growth: “It could be argued that the population issue in sub-Saharan Africa is in essence a gender issue,” said May, who argued that “[e]conomic and social development is of course the best contraceptive.”
“The task ahead is huge and difficult, however some concrete results have already been obtained,” said May. He offered a simple suggestion to governments wondering how to craft population policies: “let people, especially women, decide for themselves and…provide them with the means to exert their choices.”

Biofuels: Catalyzing Development or Excluding the Poor?
›August 25, 2008 // By Wilson Center StaffThe International Institute for Environment and Development (IIED) and the UN Food and Agriculture Organization (FAO) recently issued Fuelling exclusion? The biofuels boom and poor people’s access to land, a report that examines how the biofuels boom is likely to affect access to land. “Policy and market incentives to turn land over to biofuels production will tend to raise land values. While in some cases this could give new opportunities to poor farmers, it could also provide grounds for displacement of poorer people from land,” explain the authors. They conclude that “biofuels are not necessarily bad news for small-scale farmers and land users” but that this depends on the “security of land tenure.”
The Brazilian experience with biofuels and land tenure deserves further attention. Traditionally, land tenure has been fairly insecure in Brazil, as it is difficult for the federal government to exert its authority over the nation’s periphery.
The authors cite evidence that large-scale Brazilian soybean and sugarcane outfits have concentrated their land holdings at the expense of small-scale farmers. These findings are consistent with Brazil’s long-term trend of acreage concentration, which has diminished the participation of small-scale farmers in the country’s agro-industry. Since smaller family farms tend to employ more workers than more-efficient large-scale producers, acreage concentration may increase inequality in Brazil and further strain the provision of public goods and services in urban areas, where displaced farmers tend to migrate. Given the recent surge in biofuel production, this trend is likely to continue.
Although the report itself is fairly neutral, some of the specific claims the authors make regarding biofuels, land concentration, and violence in Brazil are undermined by weak supporting evidence. The report’s section on violence and land concentration in Brazil cites Van Gelder and Dros’ (2006) description of a 2004 labor inspection raid that “freed an unknown number of slaves” who worked in soy fields. Yet Van Gelder and Dros lack a citation for this event and provide no information regarding whether or not these soy fields were being used to produce biodiesel. We also don’t know whether this soy farm was on newly acquired land (i.e., we don’t know if it relates to the expansion of biofuel production). Slave labor exists in Brazil and is a serious problem, but it is not identical to the violent land conflicts generated by the expansion of biofuel production—the subject of this report.
Moreover, the authors of Fuelling exclusion? cite another source regarding land concentration and violence—Noronha et al. (2006)—that seems a bit questionable. A rural exodus from certain parts of Brazil is well-documented, but Noronha et al. try to argue that biofuel expansion has driven this migration, relying on macrodata showing increasing urbanization and decreasing rural populations. There is certainly some overlap between increases in biofuel production and this internal migration, but these data are not sufficient to substantiate a causal relationship. Even more troubling is that Noronha et al. maintain that over a 12-year period, there were 16 assassinations linked to the biofuels industry, citing an op-ed written by a union leader as their source. Yet the op-ed only cites the occurrence of 13 deaths—and not by assassination, but from illnesses possibly related to working in the fields. It’s not that there haven’t been deaths associated with the biofuels industry, it’s just that the sources cited by the authors of Fuelling exclusion? don’t prove as much.
There are real concerns about the social consequences of increased ethanol production in Brazil, particularly for the workers who harvest sugarcane by hand. Nevertheless, ethanol production has given Brazil a unique degree of energy independence and economic vitality. To the extent that this vitality is responsible for Brazil’s ability to (thus far) weather the latest international economic storm, it is possible to argue that it is at least indirectly responsible for the nation’s economic stability and the recent rise of the middle class. Yet until the government uses this stability to provide better land security for its rural population, the benefits of biofuels are likely to continue to accrue mainly to Brazil’s middle and upper classes.

World Water Week Draws Attention to Taboo Topics Like Sanitation

DabelkoA recent post on Andy Revkin’s Dot Earth blog—entitled “Poop is Funny, But It’s Fatal”—highlights a UNICEF World Water Day video about the necessity of destigmatizing human waste. Bacterial infections caused by contact with human waste kill 1.5 million people every year—most of them children. The stakes are high. The film uses kids and humor—two good ingredients for education through entertainment—to explain the importance of sanitation. The film emphasizes that although we may not like talking about feces, urine, toilets, and the like, we need to because the fact that 2.6 billion of us lack adequate sanitation is a fundamental threat to human health, productivity, and dignity. It’s a short film—YouTube friendly—and these are complex links, but they are key to understanding the need to invest in available technologies.
The UNICEF video rightly emphasizes the additional costs of lack of sanitation, noting that girls often won’t attend school if there isn’t adequate sanitation. The benefits of attending school longer include higher educational attainment, of course, but also the less-obvious knock-on effects: These young women are more likely to know and assert their rights in the household; they are more likely to earn more income; they often choose to have smaller families and better-spaced births, and are consequently able to concentrate their resources on the well-being of those children; their children are more likely to be better-educated—the list goes on.
The video leaves unspoken another sensitive topic: When adolescent girls begin to menstruate, they often either choose not to come to school or their parents (usually the father) pull them out of school if there aren’t “adequate” and separate facilities. This timing often correlates with young women’s assumption of greater responsibilities in the household, but it is also about the stigma associated with menstruation.
I’ve seen the connections between sanitation, education, and women’s equality have tremendous resonance with what is presumably a primary target audience of the UNICEF film—leaders in donor, government, and civil society communities who can mobilize resources. This example illustrates the urgency of overcoming the stovepiping that plagues so many development efforts, which often tackle education, economic growth, sanitation, and human health in isolation from one another, rather than in an integrated fashion. This year, the International Year of Sanitation, we should all make an effort to step out of our comfort zones and speak out about these “taboo” topics. -

Ethiopia’s rapid population growth “has accelerated land degradation, as forests are converted to farms and pastures, and households use unsustainable agricultural methods to eke out a living on marginal land,” writes Ruth Ann Wiesenthal-Gold in “Audubon on the World Stage: International Family Planning and Resource Management.” Wiesenthal-Gold attended a November 2007 study tour of integrated population, health, and environment (PHE) development programs in Ethiopia sponsored by the Audubon Society and the Sierra Club. -
Green Revolution Fallout Plagues India’s Punjab Region
›August 21, 2008 // By Sonia SchmanskiIndia’s Punjab region faces a host of troubles: In the last 10 years, 100,000 of India’s desperate farmers—many of them Punjabi—have been driven to suicide by their inability to repay loans; half a century of heavy fertilizer use in Punjab has led to soaring cancer rates; water tables in the region sink as much as 100 feet per year, the result of decades of rice production in a naturally dry area; overwatering has brought salts to the soil’s surface, making large tracts of land unusable; and by some accounts, 40 percent of Punjab’s youth and nearly half of its agricultural workforce are addicted to heroin. In a series of reports from Punjab published in Slate magazine, Mira Kamdar argues that the economic, security, and environmental problems facing India can ultimately be traced back some 40 years to the policies of the Green Revolution. The drive to feed India’s rapidly growing population put enormous pressure on Punjab’s land and left consideration for sustainability on the back burner, according to Kamdar, who argues that these issues now threaten to paralyze India’s agricultural sector.
The Green Revolution alleviated the chronic famines that historically plagued India. Hybrid seed varieties, extensive irrigation schemes, and the heavy-handed use of chemical fertilizers and pesticides transformed Punjab into an agricultural powerhouse. It comprises only 1.5 percent of India’s territory, but it produces 60 percent of the country’s wheat and 45 percent of its rice. Yet Kamdar wonders whether India will be able to “feed a growing population in the face of environmental collapse and growing political instability fueled by scarcity.”
With little hope for economic stability, Punjab’s youth are increasingly turning to the drug trade for income, and Punjab’s impoverished citizens, many of whom feel exploited and left behind by the Indian government, are attractive recruits for separatist groups. “Conditions affecting the livelihood of the majority of people in poor countries [or regions] are at the heart of the internal violence” so often found there, according to a report from the International Peace Research Institute (PRIO).
Due to the effects of climate change, the 400 million additional people projected to live in India by 2080 may have to make do with a nearly 40 percent decline in agricultural production during the same period, according to the Peterson Institute for International Economics. Current policies will do little to alleviate the pressures colliding in Punjab. The government—as well as the World Bank, international agriculture corporations, and Indian companies—favors privately funded, large-scale industrial operations. Palaniappan Chidambaram, India’s minister of finance, is focused on developing India’s agricultural capacity, and is not terribly concerned with the consequences for the environment, security, or human health. Small-scale farming is quickly becoming a thing of the past.
Many countries face the challenge of feeding a growing population with diminishing output, and find doing so in an ecologically responsible manner difficult. Ultimately, though, the case of India shows that increasing output at such dramatic cost to human and environmental health is unsustainable, as it quickly creates complex and intractable problems of its own.

Kenyan Pastoralists Clash With Ugandan Army
›August 21, 2008 // By Daniel GleickOn Sunday, the Ugandan army attacked thousands of Turkana herders from drought-stricken northern Kenya who had crossed into Uganda seeking water and pasture for their cattle. “This is the second time our people have been attacked and killed,” John Munyes, Kenyan labor minister and Turkana North MP, told The Daily Nation. In 2005, 60 Turkana herders were killed by the Ugandan army in a similar incident. Yet talks scheduled for last month never occurred, and Munyes complained to The Nation that “the [Kenyan] Government had not shown any concern” over deaths in his community.

According to The Daily Nation, some Turkana have resorted to cattle rustling to make a living. After a raid earlier this week, residents of the Kenyan town of Galole in the North Horr district reported that Turkana raiders stole “more than 20,000 animals,” and that 11 people were killed while pursuing the raiders. According to The Daily Nation, “[s]ince 2005, there have been a series of livestock raids between Turkana herders and their neighbours in North Horr.” At a recent Wilson Center event, Peter Hetz of ARD, Inc. explained that “[i]nsecure land tenure and property rights and the inequitable access to land and natural assets are two of the leading triggers of violent conflict, population displacement, the over-exploitation of natural resources, and political instability throughout eastern Africa.”
Sadly, this type of conflict may become even more prevalent. Survival of the fittest: Pastoralism and climate change in East Africa, a new report by Oxfam International, notes that the risk of conflict “is greatest during times of stress, for example drought or floods.” Drawing on the Intergovernmental Panel on Climate Change’s (IPCC) reports, it points out that some regions are expected to have higher rainfall, which could lead to flooding, and others are likely to face further drought. While more rain could be a boon in some cases, it could also make semi-arid lands attractive to farmers—who are typically more politically enfranchised—pushing out pastoralist communities.
Given this dynamic, the interstate and intrastate conflicts that occurred earlier this week could become more common all over the continent. “Pastoralism enabled people to adapt to an increasingly arid and unpredictable environment by moving livestock according to the shifting availability of water and pasture,” notes the report, but “[t]o be practiced effectively, pastoralism depends on freedom of movement for all herds between pastures and water sources.” It is impossible to attribute the incidents this week directly to climate change, but as the climate in the area shifts and affects local resources, migration will likely become an increasingly attractive adaptive mechanism for pastoralists. Environmentally induced migration is currently being discussed in more detail in an interactive online seminar co-sponsored by the Environmental Change and Security Program and the Population-Environment Research Network.
The problems Survival of the fittest discusses are serious, but the report argues that because they have been adapting to climatic changes for millennia, “pastoralist communities could have a sustainable and productive future in a world affected by climate change, given the right enabling environment.” Mohamed Elmi, Kenya’s minister for the development of Northern Kenya and other arid lands, supported the report’s conclusion, saying that pastoralist adaptability “cannot be realised without government support and investment.” While it is impossible to predict the exact changes the Turkana and other pastoral groups will face, it is certain that without government support, clashes such as the ones earlier this week will continue to occur. -
Population Reference Bureau Releases 2008 World Population Data Sheet
›August 20, 2008 // By Sonia SchmanskiThe Population Reference Bureau (PRB) officially launched its 2008 World Population Data Sheet yesterday at the National Press Club. The 2008 Data Sheet features key population, health, environmental, and economic indicators for more than 200 countries. New in this year’s edition, co-authored by Carl Haub and Mary Mederios Kent, are data on percent of population in urban areas, number of vehicles per 100,000 people, and percent of population with access to improved drinking water.
Several findings highlight the significant health inequalities between wealthy and poor countries. For example, while around 1 in 6,000 women in developed countries dies from pregnancy-related causes, in the 50 least-developed countries, the risk is an astonishing 1 in 22. Because maternal mortality is generally seen as a proxy for the general state of a country’s health care system, these statistics point to alarming systemic health care failings in many of the world’s least-developed countries.
The 2008 World Population Data Sheet also highlights disparities between developed and developing countries in population growth rate trends; as wealthier countries’ populations stagnate or even begin to decline, the populations of the world’s poorest countries continue to grow at a rapid clip. PRB president Bill Butz noted that “[n]early all of the world population growth is now concentrated in the world’s poorer countries,” and that “[e]ven the small amount of overall growth in the wealthier nations will largely result from immigration.” As Kent pointed out at yesterday’s press conference, the United States is the major exception to this trend, because most of its population growth over the next several decades will come from natural increase.Unfortunately, the countries with the least access to improved water sources—and therefore some of the highest rates of diarrheal disease and child malnutrition—have among the world’s fastest-growing populations. For instance, in Ethiopia, which has a total fertility rate of 5.3 births per woman, only 42 percent of the population has access to an improved water source, and in Afghanistan, which has a total fertility rate of 6.8, the figure is a mere 22 percent.
