›U.S. President George W. Bush signed a $550 billion appropriations bill into law on December 20, 2007, which included $300 million to improve water and sanitation in the developing world under the Senator Paul Simon Water for the Poor Act. Inter Press Service investigates the dangers of fetching water in Malawi, which include crocodiles and cholera.
On December 26, 2007, the Chinese government issued “Energy Conditions and Policies,” a white paper outlining the country’s energy use and plans. The government maintains that China’s history of greenhouse gas emissions gives it the right to grow its economy on fossil fuels, as did most of today’s developed countries, but also pledges China’s strong commitment to renewable energy sources.Pope Benedict XVI called for better environmental stewardship in his Christmas homily this year, delivered during the traditional Midnight Mass at St. Peter’s Basilica in Rome. According to The New York Times, “He expanded on the theme [of environmental protection] briefly by saying that an 11th-century theologian, Anselm of Canterbury, had spoken ‘in an almost prophetic way’ as he ‘described a vision of what we witness today as a polluted world whose future is at risk.’”
Along with other experts, Fred Meyerson, a professor of demography, ecology, and environmental policy at the University of Rhode Island—and a former Wilson Center Public Policy Scholar—is currently participating in an online discussion of population and climate change for The Bulletin of the Atomic Scientists, a nonprofit organization that focuses on nuclear proliferation and other global security threats.
The World Bank recently released a Poverty Assessment Report for Yemen, which it produced with assistance from the UN Development Programme and the government of Yemen. IRIN News summarizes the findings. -
Climate Change Threatens Middle East, Warns Report
›December 18, 2007 // By Rachel WeisshaarClimate change could increase instability in the Middle East, says “Climate Change: A New Threat to Middle East Security,” a new report by Friends of the Earth Middle East (FOEME). Written in preparation for this month’s UN Climate Change Conference in Bali, the report focuses on how climate change could harm the region’s already-scarce water supply. Climate change’s likely impacts on water in the Middle East include reduced precipitation and resulting water shortages; more frequent extreme weather events, such as droughts and floods; and rising sea levels.
“Climate change is likely to act as a ‘threat multiplier’—exacerbating water scarcity and tensions over water within and between nations linked by hydrological resources, geography, and shared political boundaries. Poor and vulnerable populations, which exist in significant numbers throughout the region, will likely face the greatest risk. Water shortages and rising sea levels could lead to mass migration,” says the report.
The report identifies several factors that will influence the likelihood of water- and climate-related conflict, including: the existence and sustainability of water agreements between nations; the presence of destabilizing economic and political factors such as unemployment and large-scale migration; the extent of a country’s political and economic development; the ability of a particular country, region, or institution to mitigate and/or adapt to climate change; and the political relationships between countries. -

Water Causing Tension in Central Asia
›December 7, 2007 // By Rachel Weisshaar“The water crisis in Central Asia is due to the way water has been allocated and managed; it is not a crisis of quantity but of distribution,” asserts Jeremy Allouche, a visiting fellow at the MIT Center for International Studies, in “The governance of Central Asian waters: national interests versus regional cooperation,” available in the latest issue of the UN Institute for Disarmament Research’s Disarmament Forum.
The shrinking of the Aral Sea, which began in the 1960s, first drew international attention to the region’s water issues. The Aral Sea has been an ecological disaster, but Central Asia now has another, equally serious hydrological problem: how to divide the region’s limited water among competing countries that need it for irrigation, hydropower, and other uses. Kazakstan, Uzbekistan, Turkmenistan, Tajikistan, and Krygystan have had largely hostile relations over water distribution since they achieved independence in 1992, and these tensions could boil over into violent conflict unless the countries can implement a functional regional water agreement.
Allouche offers a concise, lucid overview of the challenges of the region’s post-independence water governance system, including analyses of how the water policies of Central Asia’s major players (which also include Afghanistan, China, and Russia) affect regional tensions over water. -
Thirsty for Change
›October 11, 2007 // By Rachel WeisshaarEgyptians took to the streets to protest water shortages this summer, reports Inter Press Service (IPS), but despite widespread domestic press coverage of the groundbreaking protests and repeated assurances from Egyptian government officials, Egypt seems to have made little progress in resolving its water shortage problems. Even after President Hosni Mubarak and his cabinet announced a plan to invest $180 million in the construction of small water purification centers in areas susceptible to shortages, popular protests began or continued in multiple provinces. Mohamed Nagi, head of the Habi Centre for Environmental Rights in Cairo, told IPS, “The recent demonstrations show that citizens have lost faith in longstanding government promises to provide them with adequate drinking water.”
Indeed, as the University of Maryland’s Ken Conca points out in “The New Face of Water Conflict,” “Amid the talk of looming ‘water wars,’ a less dramatic—but more immediate—link between water and violence is often ignored: the violence engendered by poor governance of water resources.” The IPS article seems to confirm Conca’s assertion that how well water is managed can be as important as how much water is available. According to Nagi, Egypt’s water infrastructure is chronically underfunded and mismanaged. The article also notes that a study by Egypt’s state-run National Research Centre found that 85 percent of Egypt’s total potable water was wasted due to the poor condition of water distribution systems.
Egypt faces persistent water shortages despite the fact that it and Sudan hold absolute rights to use 100 percent of the Nile’s water under agreements signed in 1929 and 1959. The other countries that depend on the Nile—Burundi, Eritrea, Ethiopia, Kenya, Rwanda, Tanzania, Uganda, and the Democratic Republic of the Congo—are poorer and less powerful than Egypt, so their access to water is even more precarious than Egypt’s. For one scholar’s vision of how the 10 countries of the Nile River basin could cooperate around shared water management, see Patricia Kameri-Mbote’s “Water, Conflict, and Cooperation: Lessons from the Nile River Basin.” Kameri-Mbote believes that the combined efforts of local and national civil society groups and the Nile Basin Initiative, a high-level forum that brings together ministers from the Nile basin countries, could lead to more stable, sustainable, and equitable use of the Nile’s water. -
ECSP, Project on Emerging Nanotechnologies Dive Into New Media
›August 10, 2007 // By Rachel WeisshaarThe newest podcast from the Wilson Center’s Project on Emerging Nanotechnologies highlights how engineers are using nanotechnology to develop more efficient and cost-effective ways to desalinate seawater and purify wastewater. In the future, these new water purification technologies could be adapted for use in poor countries where access to safe water is limited. The podcast is the third in the “Trips to the Nano Frontier” series, which also includes podcasts on green nanotechnology and nanomedicine. The full series is available online.
The Center’s Environmental Change and Security Program (ECSP) also produces an original podcast series. ECSP’s podcasts, which feature interviews with leading scholars and practitioners, have examined the role of gender in population, health, and environment programs; the challenges and opportunities presented by urban population growth; and the link between international trade and aid policies and conflict.

Book Review – ‘Bridges Over Water: Understanding Transboundary Water Conflict, Negotiation and Cooperation’
›March 13, 2007 // By Karen BencalaThe discourse around water resources is slowly moving away from predictions of water wars and toward the potential of cooperation. In the forthcoming textbook Bridges Over Water: Understanding Transboundary Water Conflict, Negotiation and Cooperation (World Scientific, Fall 2007), authors Ariel Dinar, Shlomi Dinar, Stephen McCaffrey, and Daene McKinney provide both theoretical and applied approaches to making cooperation a reality. Father and son team Ariel and Shlomi Dinar are apt candidates to explore this topic with their experience in both water resources and international negotiation.
A welcome addition the water oeuvre, the book explores the problems of shared water resources and potential solutions through the disciplines of economics, law, and politics, giving the reader a broad understanding of the complexities of water management. It also serves as a literature review, citing seminal papers and analyses on conflict and cooperation. But the book’s meat lies in its analysis of tools for developing cooperation around a water resource. Additionally, the case studies of transboundary water cooperation in the Mekong, Ganges, and Indus River basins, and the Aral Sea basin provide context and put a face to the economic and political processes described in the book, helping weave a holistic understanding of transboundary water decision-making.
As a graduate-level economics text, it appropriately goes into great depth on how water management decisions are made in two thorough chapters on game theory. At the same time, these chapters appear as quite a jump from the seemingly more general overview on water, conflict, and negotiation that could be appropriate for multiple audiences. Despite the book’s different technical levels, it importantly bridges the gap between theory and practice, and skillfully examines the various tools and approaches that can be used to create an environment where cooperation is attainable. -
Water Stress Increasing; Management Still the Answer
›February 15, 2007 // By Karen BencalaThe United Nations Food and Agriculture Organization (FAO) said yesterday that by 2025 some 1.8 billion people will be living in areas of absolute water scarcity, and two-thirds of the world’s population may be water-stressed. The leading factors prompting FAO to sound the alarm are population growth and increased water use, especially in the agriculture sector, which sucks up roughly 70 percent of all freshwater withdrawals (the figure is even higher in several developing countries where drip irrigation and water-conservation measures have yet to be implemented).
None of this is news to most of us in the water world, but the FAO deserves credit for recommending proper management—the right answer, but not a revolutionary one. Integrated water resource management (IWRM)—a coordinated and participatory way of developing and managing water resources—has been the favored solution to water problems around the world for many years. Yet little action has been taken so far; water is a field full of experts, each with his own interests and concerns—fish in the stream, health of individuals, capacity of governments, etc.
The success of IWRM depends on including all stakeholders and illustrating how this comprehensive look can benefit everyone now and as well as in the future. With health, livelihoods, the environment, and much more at stake, developing a management plan is not an easy process. But as Pasquale Steduto, chief of FAO’s Water, Development and Management Unit, noted, progress is possible:“Sound water resource management at all levels can help countries adopt flexible approaches that allow more people to have the water they need while preserving the environment. The global community has the know-how to cope with water scarcity, but we have to take action.”
Effective action doesn’t have to be large-scale or technology–intensive, as shown by The New York Times story about farmers plowing around trees in their fields instead of chopping them down. We should all take note. IWRM doesn’t necessarily mean big. Bottom-up can work. Small can be beautiful.
