Agriculture as Key Post-Conflict Step

Articles on Cambodia, Sierra Leone, Afghanistan, and Uganda round out the special focus on agriculture as “an essential part of the rehabilitation process.” -
Role-Playing—for a Serious Purpose

It falls in the bottom quarter of countries on the Human Development Index, and much of the majority-rural population lives on $1 a day. In addition, Arborlind is experiencing rapid population growth, and 40 percent of the population is under the age of 15. Deforestation and environmental degradation continue unabated in Arborlind, as families depend on natural resources for their livelihoods, and agriculture is often carried out unsustainably.
Nevertheless, there is hope that Arborlind’s natural beauty, impressive landscapes, and unique flora and fauna will translate into an adventure tourism market that will help turn around the country’s economy. This is particularly true in Floriana National Park, home not only to unique plants and animals, but also to the indigenous Sedentaire and—for part of the year—Wandran tribes.
The future of Floriana is a topic of much debate in Arborlind. The Conservonly Foundation of California wants to preserve it, but demands that all people be removed and prevented from re-entering. Civil society prioritizes poverty alleviation and livelihood generation, and is also fighting for improving human health and the environment. The private sector wants a positive regulatory environment that allows the tourism and agribusiness industries access to land and water resources. Finally, the government of Arborlind wants to improve the economy and protect the tribes, but more than anything else wants to prevent the conflict between these groups from turning into an embarrassing scene just two months before it hosts soccer’s African Cup.
This was the situation that health and environment practitioners, policymakers, scholars, and journalists were presented with at a conference last month in Addis Ababa, Ethiopia.
The participants in the Arborlind simulation—written by ECSP’s Geoff Dabelko and Gib Clarke, along with Shewaye Deribe Woldeyohannes of the Ethio Wetlands and Natural Resources Association—switched roles for an afternoon, as they sought solutions to the problems in Arborlind. Wearing different hats—a health minister playing the part of a hotelier, for example—participants reported gaining new perspectives and increased understanding of sustainable development challenges and potential solutions.
The simulation exercise was part of the “Population, Health, and Environment: Integrated Development for East Africa” conference, attended by more than 200 people from Rwanda, Uganda, Tanzania, Kenya, Ethiopia, and 17 other countries. Participants presented real-world solutions to problems very similar to those in Arborlind, explaining how all parties can—and must—come together to address people’s multifaceted needs.
I have attended more conferences than I care to remember. But this conference was unique: There was tremendous excitement about the potential of integrated programs to address population, health, environment, and other challenges in East Africa. There was also a palpable sense of community, as different organizations from different countries realized that there were others like them, also seeking to solve complicated problems with integrated solutions. Hopefully, the lessons learned and the networks formed will sustain the energy that came out of the conference, and lead to an increase in the number and sophistication of integrated programs in East Africa. -
Illegal Logging Threatens Ecosystems, Communities
›December 4, 2007 // By Miles BrundageThe soaring global demand for timber, driven in part by China’s economic growth, is making it increasingly tempting for timber companies to ignore the law when seeking new sources of wood. When they do not ask indigenous people’s permission for the use of their land or compensate them for it, illegal loggers jeopardize communities’ livelihoods, threaten traditional customs and values, and, of course, deprive them of the revenue gained from the sale timber.
No one knows this better than Frederick Sagisolo, chief of the Knasaimos people of Seremuk, in the Indonesian province of Papua, who gives a startling account of the plundering of his community’s land by illegal loggers. Despite being head of the Knasaimos tribal council, Sagisolo says he was not contacted by the company that logged his community’s forest. “Instead it did an illegal deal with one individual from our community, and this created many problems for us. But the company was backed by a local military officer, so what could we do?” The logging finally stopped in 2005, when the Indonesian government launched a major initiative against illegal logging, part of which targeted Papua.
Illegal logging can be fueled by problems that face many countries, including a lack of equitable law enforcement in scarcely populated areas and graft involving local officials and foreign companies. As a result of these and other issues, forests are being logged illegally in places as varied as Brazil and Estonia.
Despite President Bush’s initiative against illegal logging and many other efforts around the world, economic incentives to supply cheap and illegal timber seem to be increasing. If more isn’t done to curb illegal logging, we will continue seeing its effects crop up around the world, ranging from ecosystem destruction to increased damage from natural disasters. -
Environmentalists and Indigenous Peoples: Natural Allies?
›December 4, 2007 // By Thomas RenardThe Gran Chaco of Bolivia, Argentina, Paraguay, and Brazil is one of South America’s most extensive biogeographical regions. It is characterized by diverse ecosystems and is inhabited by, among others, the 10,000 indigenous Guaraní people known as the Isoceños. However, Bolivia’s Chaco, the most unspoiled portion, is being degraded by ranching, farming, commercial hunting, highway construction, and the development of Bolivia’s natural gas industry, threatening the livelihoods of the Isoceños.
In 1991, the Wildlife Conservation Society (WCS) and the Capitanía de Alto y Bajo Izozog (CABI), an indigenous organization representing the Isoceños, began working together to protect the Bolivian Chaco. The cooperation was highly successful, resulting in the creation of the Kaa-Iya del Gran Chaco National Park and Integrated Management Area in 1995, which designates millions of hectares as a protected national park and another million as “indigenous territory.” For WCS, this successful collaboration is evidence that environmental groups and indigenous peoples can—and should—work together to maximize their influence.
More recently, in the Democratic Republic of the Congo (DRC), environmental and Pygmy organizations united to press the World Bank to cease industrial logging in the DRC; grant the Pygmies greater input into forest issues; carry out a comprehensive assessment of logging’s environmental impacts; and encourage the development of environmentally friendly industries.
Conservationists and indigenous peoples have more leverage when they speak with one voice. However, there is often distrust between the two sides. Conservationists may accuse indigenous peoples of contributing to the degradation of a fragile ecosystem. Conversely, indigenous peoples can fear their livelihoods will be threatened by the creation of protected areas. In India, for instance, members of aboriginal tribes are now banned from gathering non-timber forest products such as honey, wild herbs, and fruits from parks and wildlife sanctuaries for commercial purposes. In the past, many of these tribes relied heavily on gathering and selling these products for their livelihoods.
In the future, the challenge will be finding sustainable solutions that satisfy both groups. This problem has no silver bullet. Instead, the commitment, imagination, and negotiating skills of the actors will make the difference. -
Sustainable Agriculture Vital to Africa’s Future
›November 19, 2007 // By Miles BrundageLast week, the World Wildlife Fund (WWF) hosted “Agriculture, Land Use, and Climate: Implications for African Development,” a panel discussion on agriculture’s essential current and future role in Africa’s development. As panelist Martin Bwyala of the New Partnership for African Development (NEPAD) noted at the beginning of the discussion, 60 to 70 percent of the population of sub-Saharan Africa depends on agriculture or another form of direct land use for their livelihoods. “Africa’s foundation for sustainable growth lies in enhancing the productivity and sustainable use of its natural resources,” said Bwyala. The panel highlighted the adverse effects of unsustainable land use and climate change on Africans’ livelihoods, and examined the merits of potential solutions.
The panelists emphasized that governments and NGOs are better positioned to aid Africa today than ever before, and that the Comprehensive Africa Agriculture Development Programme (CAADP) provides an important opportunity to do so. A joint venture by the UN Food and Agriculture Organization (FAO) and NEPAD, with the support of other agencies, CAADP is “a manifestation of African governments’ commitment to address issues of growth in the agricultural sector, rural development and food security,” FAO’s website explains. [w1] The panelists’ overwhelming consensus was that NGOs and governments can and should collaborate to pursue CAADP’s goals, which include: achieving an annual agricultural production growth rate of 6 percent; strengthening domestic and international markets for African agricultural products; spending at least 10 percent of annual public expenditure on agricultural investment; and expanding sustainable management of land and water resources.
Elaborating on CAADP’s goals, Arati Belle of the World Bank explained precisely what is at stake in increasing the sustainability of African agriculture. 485 million Africans are adversely affected by land degradation, which is not surprising, she said, considering that 30 percent of Africa’s GDP and 70 percent of its employment come from the agricultural sector. The goal of the TerrAfrica initiative, launched at the CAADP Partnership Forum, is to “scale up the effectiveness and efficiency of sustainable land management in sub-Saharan Africa.” The need for sustainable land management couldn’t be more urgent: On average, soil and nutrient loss cause a 3 percent annual reduction in African countries’ GDP, said Belle. Citing the Intergovernmental Panel on Climate Change, Belle warned that unless sustainable and adaptive solutions are implemented, declining crop productivity and increasing variability in precipitation over the course of this century are likely to exacerbate the agricultural sector’s woes.
Continuing this line of reasoning, WWF’s David Reed argued that agencies, governments, and companies involved in Africa “have to change the very base case of their investments, calculations, and thinking, particularly in the agricultural sector.” When thinking about the future of African agriculture, it is crucial to incorporate the impacts of the continent’s massive population growth, said Reed, because the 15 million sub-Saharan Africans who enter the labor market each year are likely to move predominantly into agriculture. It is important that NGOs help African countries take advantage of this influx of labor, Reed said, by promoting agro-forestry best practices, working with agricultural ministries, and encouraging more diverse production systems at the household and community levels.
The final panelist was Angel Elias-Daka of the Common Market for Eastern and Southern Africa (COMESA), who used statistics—as well as anecdotes from his 20 years working in the wetlands of Zambia and Malawi—to shed light land degradation in Africa. Elias-Daka’s field experiences showed him that millions of people depend heavily on wetlands that—due to climate change and unsustainable use—are drying up and losing their biodiversity. He explained the link between COMESA’s work in the region and Africa’s agricultural production as follows: “If you promote trade and investment and people are able to trade their agricultural products, you are also going to promote agricultural production because people know they can trade their agricultural products easily.” Sustainable agricultural development will serve both the economic and the environmental needs of the continent, said Elias-Daka. -
Discovery of Oil Destabilizing Great Lakes Region
›November 16, 2007 // By Rachel WeisshaarThe unearthing of significant oil reserves in 100-mile long Lake Albert—shared by Uganda and the Democratic Republic of the Congo (DRC)—has already led to violence, and the conflict could easily escalate further. Tullow Oil and Heritage Oil Corporation, which have drilled wells in the lake, recently estimated that it contains at least 1 billion barrels of oil. Uganda and the DRC both want the lion’s share of this treasure, and their competing ambitions have ignited violence in parts of the disputed Uganda-DRC border.
Uganda and the DRC deployed troops in the area once the discovery of oil was reported, and on August 3, 2007, Congolese soldiers attacked one of Heritage Oil’s exploratory oil barges, killing a British contractor working for the company. The Ugandan army retaliated, killing a Congolese soldier. Following the incident, Congolese President Joseph Kabila and Ugandan President Yoweri Museveni met in Tanzania and agreed to pull back their troops. But later in September, an incident between the two sides resulted in the deaths of six civilians.
The discovery of oil is causing outright violence in the region, but it is also harming local communities’ health and livelihoods. Rukwanzi Island, located in Lake Albert and claimed by both countries, was partially evacuated earlier this week by DRC authorities due to a cholera outbreak. Oil-related security concerns prevented health workers from treating patients effectively, so DRC police evacuated children and the elderly—two particularly vulnerable populations.
Congolese and Ugandan fishermen who depend on Lake Albert for their livelihoods have been caught up in the hostilities. A Ugandan fisherman told Reuters, “Congolese soldiers have started arresting us, saying we are in their waters. It’s not safe to fish anymore.” Congolese soldiers arrest Ugandan fishermen, and Ugandan police retaliate by arresting Congolese fishermen, making fishing a dangerous and less-profitable enterprise.
The discovery of oil—and the destabilization it can bring—could also involve other Great Lakes countries. Vangold Resources Ltd. recently signed an agreement with the Rwandan government to conduct an extensive geophysical study of a portion of Rwanda’s East Kivu Graben basin, which, structurally, is the southern extension of the Albertine basin. The survey will be completed—and its results released—within 18 months.
Africa’s Great Lakes region—particularly the DRC—has a history of natural resource-driven conflict. Trade out of the DRC in gold, diamonds, copper, cobalt, coltan (used in cell phones), and timber has contributed to devastating internal violence, corruption, and poverty, as well as conflict with other countries. We can only hope that the discovery of oil in Lake Albert does not follow the same path. -
An (Un)natural Disaster in Nicaragua
›October 26, 2007 // By Rachel WeisshaarNicaragua is currently struggling to cope with the effects of a double environmental disaster. In September 2007, Hurricane Felix tore through the country’s impoverished northern Caribbean region, killing more than 100 people, leaving 220,000 homeless, and destroying vast amounts of agricultural land and forests.
But that wasn’t all. Fifty days of heavy rains—starting just before the hurricane hit—have continued the destruction, causing flooding in large areas of the country’s Pacific regions. In response, President Daniel Ortega’s government declared a state of national disaster on October 19. SINAPRED, Nicaragua’s disaster relief agency, estimates that the rains destroyed the homes of another 216,000 people.
The international response has been rapid, with numerous countries, international agencies, and NGOs sending aid to Nicaragua. But Laura de Clementi, the UN Food and Agriculture Organization representative to Nicaragua, warns that unless seeds are quickly purchased, distributed, and planted, parts of the country could face severe food shortages in the coming months.
These natural disasters have an unnatural component, however, reports Inter Press Service: deforestation. Of the 8 million acres of forest in the country in 1950, only 3 million remain, according to the country’s Environment Ministry. Deforestation exacerbated the damage done by Hurricane Felix and the rains, increasing the level of soil erosion and boosting the likelihood of landslides. Ironically—and unfortunately—a government plan to reforest 60,000 hectares each year that began just before the hurricane hit has since been put on hold.
“Nicaragua is not to blame for the hurricanes and storms, but it is responsible for the destruction of its forests, which form a protective barrier. Rain causes greater damage to land stripped of its trees than to forested areas,” biologist and geographer Jaime Incer Barquero told IPS. Yet the people who cut down trees are often impoverished, possessing few other ways to earn a living. An effective plan to combat deforestation will need to establish alternative, environmentally sustainable livelihoods for Nicaragua’s poor communities. These sustainable ways of generating income would also bolster—rather than undermine—the country’s natural protections against disasters, contributing to the security of all Nicaraguans. -
Climate Change, Population Growth Could Trigger Global Food Crisis
›September 19, 2007 // By Thomas RenardThe world could face a global food crisis in the next 50 years, said experts at a recent UN-backed conference in Iceland on sustainable development. Their calculus is simple: In the coming half century, there will be more people on the planet, but rapid land degradation will make it difficult to produce commensurate increases in food. Warmer temperatures and more frequent floods, caused by climate change, will diminish soil fertility in many parts of the world—particularly in developing countries. As 800 million people are already at risk for hunger today, population growth alone is likely increase global food insecurity.
The expansion of biofuels could potentially exacerbate food shortages. A major UN report on biofuels warns that as more fields are devoted to producing corn, palm oil, sugar cane, and other agricultural products for use as biofuels, the amount of food that is produced for human consumption could decrease.
Climate change’s effects on marine ecosystems could also contribute to a food crisis. Changes in water temperature and salinity can damage coral reefs, which scientists estimate support between one-quarter and one-third of all marine life. In addition, a recent study published in Nature shows that phytoplankton—single-celled ocean plants that form the base of the marine food chain—are growing more slowly as the water at Earth’s mid and low latitudes becomes warmer. As the supply of phytoplankton becomes limited, fish have less food to eat, and at the end of the chain, human beings suffer from a scarcity of fish—a particularly dire situation in communities where fish is a primary source of food.
According to scientists at the Iceland forum, competition over scarce resources could lead to conflict. Studies on the relationship between environmental degradation and conflict indicate that such conflicts are likely to be intrastate and of low intensity. Scientists suggesting that food scarcity could trigger classic interstate wars, such as James Lovelock, who predicts that China and Russia will clash to exploit Siberia’s new fertile soils, are in the minority.
Yet policymakers should not be indifferent to food scarcity in developing countries merely because it is not likely to cause global-scale conflicts. Indeed, if the developing world faces more famines and malnutrition in the coming years, pressure on Western governments will be high to intervene.
