New Research on Population and Climate: The Impact of Demographic Change on Carbon Emissions
›“Policies that have the effect…of leading to lower fertility and to slower population growth can be considered ‘win-win’ from the climate point of view,” said Brian O’Neill of the National Center for Atmospheric Research (NCAR) at a recent Wilson Center event on his latest research. Yet while the connection between demographic change and CO2 emissions is implicitly understood among both researchers and policymakers, it “has not really caught on,” he added.
In response to critiques of earlier studies looking at demographic change and CO2 emissions—which the climate research community has faulted for their lack of sophistication, use of unfamiliar analytic approaches, and failure to clearly demonstrate the magnitude of the connection—O’Neill is using a novel, more rigorous approach that he hopes will provide a clearer understanding of the links between demography and climate change.
The Population Factor
To generate CO2 emissions scenarios for the next 100 years, O’Neill’s team used the Population-Environment-Technology (PET) Model, originally created by Lawrence H. Goulder and Michael Dalton of Stanford. The PET Model takes its basic assumptions on regional economic growth, technological development, change in population characteristics, and other factors from the IPCC’s A2 and B2 scenarios, but replaces each scenario’s singular population growth curve with high and low alternatives from the United Nations Population Division.
Like other climate models, the PET Model divides the world into nine regions. “You don’t want to treat economies—or the demography, the consumption patterns, the energy system, and so on—of sub-Saharan Africa the same as you do for the U.S. or EU,” he said.
What makes the O’Neill’s approach unique, however, is his attention to the sub-regional level. “Typically in these models…you break the world up into nine regions, but then you treat everyone in sub-Saharan Africa the same, everyone in China the same,” said O’Neill.
By drawing on data from detailed surveys of 800,000 households from 35 countries, O’Neill and his team demonstrated that the distinctions between urban and rural, older and younger, and smaller and larger households hold important implications for carbon emissions. This inclusion of demographic sub-factors allows a deeper degree of analysis than models that treat all households the same. They found that age structure, household size, and urbanization all altered emissions outputs.
Could Bending Population Growth Curves Reduce Emissions?
In the long run, the potential for demographic shifts to reduce CO2 emissions “is a big number,” said O’Neill. In the medium term, for example by the middle of the century, results are less clear. To compare population-related emissions reductions to other carbon-reduction opportunities, he evoked Socolow and Pacala’s “stabilization wedge” framework. The wedge framework posits 15 opportunities, or wedges, to eventually reduce CO2 emissions by 1 billion tons of carbon equivalent per year. They contend that implementing any 7 of the wedges could stabilize CO2 emissions by 2050 and, if followed by additional measures reducing emissions below today’s levels, would stabilize the atmospheric concentration of CO2 at 550 ppm and forestall the worst impacts of climate change.
Would reducing population growth equal a wedge? The full results, currently under review at a scientific journal, will seek to answer this question. “Slower population growth can’t solve the climate problem,” he concluded. “But it can certainly help.” -
The Food Security Debate: From Malthus to Seinfeld
›Charles Kenny’s latest article, “Bomb Scare: The World Has a Lot of Problems; an Exploding Population Isn’t One of Them” reminds me of a late-night episode of Seinfeld: a re-run played for those who missed the original broadcast. Kenny does a nice job of filling Julian Simon’s shoes. What’s next? Will Jeffrey Sachs do a Paul Ehrlich impersonation? Oh, Lord, help me; I hope not.
I’ve already seen the finale. Not the one where Jerry, George, and Kramer go to jail — the denouement of the original “Simon and Ehrlich” show. After the public figured out that each successive argument (they never met to debate) over Malthus’s worldview was simply a rehash of the first — a statement of ideology, rather than policy — they flipped the channel.
Foreign Policy could avoid recycling this weary and irrelevant 200-year-old debate by instead exploring food security from the state-centric perspective with which policymakers are accustomed. While economists might hope for a seamless global grain production and food distribution system, it exists only on their graphs.
Cropland, water, farms, and markets are still part and parcel of the political economy of the nations in which they reside. Therefore they are subject to each state’s strategic interests, political considerations, local and regional economic forces, and historical and institutional inefficiencies.
From this realistic perspective, it is much less important that world population will soon surpass 7 billion people, and more relevant that nearly two dozen countries have dropped below established benchmarks of agricultural resource scarcity (less than 0.07 hectares of cropland per person, and/or less than 1000 cubic meters of renewable fresh water per person).
Today, 21 countries—with some 600 million people—have lost, for the foreseeable future (and perhaps forever), the potential to sustainably nourish most of their citizens using their own agricultural resources and reasonably affordable technological and energy inputs. Instead, these states must rely on trade with–and food aid from–a dwindling handful of surplus grain producers.
By 2025, another 15 countries will have joined their ranks as a result of population growth alone (according to the UN medium variant projection). By then, about 1.4 billion people will live in those 36 states—with or without climate change.
For the foreseeable future, poor countries will be dependent on an international grain market that has recently experienced unprecedented swings in volume and speculation-driven price volatility; or the incentive-numbing effects of food aid. As demand rises, the poorest states spend down foreign currency reserves to import staples, instead of using it to import technology and expertise to support their own economic development.
Meanwhile, wealthier countries finding themselves short of water and land either heavily subsidize local agriculture (e.g., Japan, Israel, and much of Europe) or invest in cropland elsewhere (e.g., China, India, and Saudi Arabia). And some grain exporters—like Thailand—decided it might be safer to hold onto some of their own grain to shield themselves from a future downturn in their own harvest. All of this is quite a bit more complex than either Malthus could have imagined or Kenny cares to relate.
It hardly matters why food prices spiked and remained relatively high—whether it is failed harvests, growing demand for grain-fed meat, biofuels, profit-taking by speculators, or climate change. Like it or not, each has become an input into those wiggly lines called grain price trends, and neither individual states nor the international system appears able or willing to do much about any of them.
From the state-centric perspective, hunger is sustained by:1. The state’s inability or lack of desire to maintain a secure environment for production and commerce within its borders;
In some countries, aspects of population age structure or population density could possibly affect all three. In others, population may have little effect at all.
2. Its incapacity to provide an economic and trade policy environment that keeps farming profitable, food markets adequately stocked and prices reasonably affordable (whether produce comes from domestic or foreign sources); and
3. Its unwillingness or inability to supplement the diets of its poor.
What bugs me most about Kenny’s re-run is its disconnect with current state-centric food policy concerns, research, and debates (even as the U.S. administration and Congress are focusing on food security, with a specific emphasis on improving the lives of women.—Ed.).
Another critique of Malthus’s 200-year-old thesis hardly informs serious policy discussions. Isn’t Foreign Policy supposed to be about today’s foreign policy?

DOD Measures Up On Climate Change, Energy
›May 5, 2010 // By Schuyler Null“As Congress deliberates its role, DOD is moving ahead steadily on a broad range of energy and climate initiatives,” says former Senator John Warner in a recent Pew report, Reenergizing America’s Defense: How the Armed Forces Are Stepping Forward to Combat Climate Change and Improve the U.S. Energy Posture.
The military as a leader and catalyst for renewable energy was a key focus of the recently released Quadrennial Defense Review (QDR), which for the first time included consideration of the effects of climate change and excessive energy consumption on military planning:Assessments conducted by the intelligence community indicate that climate change could have significant geopolitical impacts around the world, contributing to poverty, environmental degradation, and the further weakening of fragile governments. Climate change will contribute to food and water scarcity, will increase the spread of disease and may spur or exacerbate mass migration.
According to the Pew report, the Department of Defense has set a goal of producing or procuring at least 25 percent of its non-tactical electric energy needs from renewable sources by 2025. Highlights of the service’s efforts include:
The Pew report offers a generally favorable appraisal of the military’s response to the “twin threats of energy dependence and climate change” and the progress made towards reaching federal energy mandates. However, the authors let slide that the overwhelming amount of DOD energy usage is tied to tactical consumption, which has been given inadequate attention thus far (consider that the senior Pentagon official overseeing tactical energy planning was only just appointed, although the position has existed since October 2008).- The U.S. Navy’s “Great Green Fleet” carrier strike group, which will run entirely on alternative fuels and nuclear power by 2016;
- The construction of a 500-megawatt solar facility in Fort Irwin, California by the U.S. Army which will help the base reach ‘net-zero plus’ status;
- The goal of acquiring 50 percent of the U.S. Air Force’s aviation fuels from biofuel blends by 2016;
- The U.S. Marine Corps’ 10×10 campaign to develop a comprehensive energy strategy and meet ten goals aimed at reducing energy and water intensity and increasing the use of renewable electric energy by the end of 2010.
Interest in this field has grown quickly, as evidenced by the more than 400 people gathered at the launch of the latest report from the Center for New American Security (CNAS), Broadening Horizons: Climate Change and the U.S. Armed Forces – a big increase from the 50 or so at CNAS’ first natural security event in June 2008.
The CNAS study, much like the Pew report, breaks down the military’s efforts by service, but the study’s authors – including U.S. Navy Commander Herbert E. Carmen – thankfully provide more specific recommendations for what could be done better.
Based on research, interviews, and site visits, the study offers geographically specific recommendations for each of the Unified Commands, as well as seven broad recommendations for DOD as a whole:
“While we believe there is still much work ahead, there is a growing commitment to addressing energy and climate change within the DOD,” said USN Commander Carmen in the report:- In light of its implications for the global commons, ensure that DOD is included in the emerging debate over geoengineering.
- Urge U.S. ratification of the UN Convention on the Law of the Sea in order to provide global leadership and protect U.S. and DOD interests, especially in the context of an opening Arctic sea.
- Eliminate the divided command over the Arctic and assign U.S. Northern Command (NORTHCOM) as the supported commander.
- The U.S. government should make an informed decision about constructing nuclear reactors on military bases and provide clear policy guidelines to DOD.
- Congress and DOD should move away from the “cost avoidance” structure of current renewable energy, conservation, and efficiency practices in order to reward proactive commanders and encourage further investment.
- All of the services should improve their understanding of how climate change will effect their missions and capabilities; e.g. migration and water issues may impact Army missions, a melting Arctic, the Navy.
- The Air Force should fully integrate planning for both energy security and climate change into a single effort.
Indeed, in our conversation with officials in the Office of the Secretary of Defense for Policy, it was clear that, in developing the climate change and energy section of the 2010 QDR, the Department of Defense has developed a nascent, intellectual infrastructure of civilian and military professionals who will continue to study the national security implications of climate change, and, we hope, will continue to reevaluate climate change risks and opportunities as the science continues to evolve.
A holistic view of national security that includes energy and environment, as well as demographic and development inputs, continues to gain traction as an important driver in DOD policy and planning.

Population and Sustainability
›“The MAHB, the Culture Gap, and Some Really Inconvenient Truths,” authored by Paul Ehrlich and appearing in the most recent edition of PLoS Biology, is a call for greater participation in the Millennium Assessment of Human Behavior (MAHB). MAHB was created, he writes, because societies understand the magnitude of environmental challenges, yet often still fail to act. “The urgent need now is clearly not for more natural science…but rather for better understanding of human behaviors and how they can be altered to direct Homo sapiens onto a course toward a sustainable society.” MAHB aims to create an inclusive global discussion of “the human predicament, what people desire, and what goals are possible to achieve in a sustainable society” in the hopes of encouraging a “rapid modification” in human behavior.
The BALANCED Project, lead by the Coastal Resource Center at the University of Rhode Island, released its first “BALANCED Newsletter.” To be published biannually, the newsletter highlights recent PHE fieldwork, unpacks aspects of particular PHE projects, and shares best practices in an effort to advance the BALANCED Project’s goal: promoting PHE approaches to safeguard areas of high biodiversity threatened by population pressures. The current edition examines the integration of family planning and reproductive health projects into marine conservation projects in Kenya and Madagascar, a theater-based youth education program in the Philippines, and the combining of family planning services with gorilla conservation work in Uganda. The newsletter also profiles two “PHE Champions,” Gezahegh Guedta Shana of Ethiopia and Ramadhani Zuberi of Tanzania.
“Human population growth is perhaps the most significant cause of the complex problems the world faces,” write authors Jason Collodi and Freida M’Cormack in “Population Growth, Environment and Food Security: What Does the Future Hold?,” the first issue of the Institute of Development Studies‘ Horizon series. The impacts of climate change, poverty, and resource scarcity, they write, are not far behind. Collodi and M’Cormack highlight trends in, and projections for, population growth, the environment, and food security, and offer bulleted policy recommendations for each. Offering greater access to family planning; levying global taxes on carbon; introducing selective water pricing; and removing subsidies for first-generation biofuels are each examples of suggestions advanced by the authors to meet the interrelated challenges. -
Sustainable Urbanization: Strategies For Resilience
›April 19, 2010 // By Julien KatchinoffUrbanization is both an opportunity and a challenge,” argued Christopher Williams from UN-HABITAT during a panel discussion at American University’s School of International Service. “Sustainable Cities: A discussion on the social, economic, and environmental strategies contributing to urban resilience” brought together sustainability experts to discuss innovative strategies for urban resilience in the face of the 21st century’s looming challenges.
Urbanization “is an opportunity in the sense that there’s a tremendous amount of innovation that’s going to take place with a concentration of ideas and economies and cultures in these urban spaces,” said Williams. “It’s a challenge in the sense that many of these cities are ill-equipped to handle this large influx of population.”
Williams outlined the principal challenges of an urbanizing world:
Land and shelter: New policies are needed for creating affordable housing for new urban citizens, securing land tenure, and limiting forced evictions of future urban dwellers.
Infrastructure: Finding solutions for fragile water, transportation, and sanitation systems requires thoughtful planning, solid investment, and demand management. Investors must be cognizant that many cities have limited resources and institutional capacity.
Municipal planning, management, and governance: Managing decentralization and interfacing with communities and the private sector are critical to success.
Innovative finance: Future sources of investment will increasingly be limited to private funds and community savings. Official Development Assistance (ODA) will have to be used in strategic ways to trigger such investments.
Williams noted that existing conceptions of urban challenges–that they are “messy, complex, interlinked”–paint an unflattering picture for policymakers, dramatically reducing their willingness to engage with these environments. The implied heavy transaction costs of operating in urban areas can discourage investors. Development agencies often look for opportunities where they can get in and out quickly; historically, most aid has focused on rural areas, usually with relatively short planning windows (5-10 years).
Today, decisions regarding the movement of urban populations are linked to extremely contentious power relations. Williams posited that by couching programs within the frame of adaptation and resilience, mayors and municipal governments may be able to tackle issues of social inequality that have plagued some cities for years.
Citing a 2008 seminar on community resilience, the Wilson Center’s Blair Ruble argued that the world’s increasing attention to urban challenges holds the risk of creating programs and institutions that are blind to the rich complexity of these systems. Although the theme of last month’s World Urban Forum 5 in Rio de Janeiro was “The Right to the City,” he said that many organizations were redefining “resilience” in top-down terms, silencing the variety of vulnerable voices that make up urban centers.
The visible commitment by the United States delegation to the World Urban Forum was noteworthy, said Williams, as it represents a dramatic departure from status quo. American foreign policy and development assistance have predominantly focused on agricultural policy, with varying degrees of interest on water and sanitation. Surprisingly, little attention has been paid to land tenure issues, and even less to urban issues.
This shift, Williams said, may be due to a change in perspective under the Obama administration. For the first time, many staffers have experience working on urban issues. The newly created Office of Urban Affairs, within the Domestic Policy Council, is headed by Obama advisor Valerie Jarrett. This new high-level engagement and issue integration demonstrates that urban issues are important to the White House, which has trickled down to the EPA, the Department of Agriculture, and the Department of State.
Domestic urban centers have received new initiatives and funding through the Reinvestment Act, spurring the creation of projects targeting transportation, urban planning, and regional economic growth. Many observers hope, however, that this newfound engagement will translate into solid action internationally, as many urban and rapidly urbanizing centers cope to adapt to the future.

Shape of Things to Come: Uganda’s Demographic Barriers to Democracy
›In March, Uganda’s cultural landmark, the Kasubi Tombs, were destroyed in a suspicious fire. Tensions spilled over when Ugandan President Yoweri Museveni paid a visit to the Bugandan site and found his entrance blocked by an angry crowd. According to an independent newspaper, soldiers accompanying the president opened fire, killing three civilians.
With ethnic-tinged unrest and student protests in Kampala, as well as cross-border conflicts in the north and east, Museveni, who has led Uganda since 1986, is facing a potentially serious test as elections approach early next year. The country’s demographic profile, and in particular the lack of opportunities for growing numbers of young people, will add to the country’s challenges, as I argue in a new case study of Uganda’s demography.
Uganda has the youngest population in the world, with 77 percent of its people younger than age 30. Women in Uganda have an average of 6.7 children each and 41 percent of married women have an unmet need for family planning. The population of Uganda is currently growing by about one million people per year, and given the force of its demographic momentum, Uganda’s population is likely to almost double by 2025 even if fertility declines.
Population Action International has found that countries with age structures like Uganda’s are the most likely to experience internal strife and autocratic governance. Between 1970 and 2007, 80 percent of outbreaks of civil conflict occurred in countries in which 60 percent or more of the population was younger than age 30.During that same period, 90 percent of countries with an age structure like Uganda’s had autocratic or only partially democratic governments.
Demography alone does not cause conflict. Most governments, even those with youthful populations, do not become entrenched in internal violence and upheaval. But age structure affects a country’s vulnerability to conflict, due to the demands a government faces in providing for its growing numbers.
In Uganda, young people face diminishing prospects in agriculture, the primary industry, as plot sizes shrink with each successive generation. At projected population growth rates, land density may increase 350 percent by 2050, from 122 inhabitants per km2 to a possible 551 inhabitants per km.
Only one-quarter of students who enroll in primary school reach the final grade, and even those with university degrees find few jobs. A reported youth unemployment rate of 22 percent is even higher in urban areas.
After 25 years in power, President Museveni will stand for a fourth official term in 2011. Despite growing dissent among his constituents, he appears confident of keeping his seat. Regardless of what happens next year,Uganda’s leaders must firmly commit to addressing their country’s demographic issues.
Age structure can become a window of opportunity if youth are engaged in society and couples can choose the number of children they can support. But in Uganda, that window remains far out of reach.
Three new case studies from Population Action International on Haiti, Yemen and Uganda examine the challenges specific to countries with very young age structures and recommend policy solutions.

Shape of Things to Come: A Demographic Perspective of Haiti’s Reconstruction
›Last month, the International Donors’ Conference Towards a New Future for Haiti sought to lay the groundwork for Haiti’s long-term recovery by pledging an impressive $9.9 billion over the next decade. A large portion of the money will fund health, education, and employment efforts that are crucial to meeting the needs of Haiti’s people—particularly its youth. In a new case study of Haiti’s demography and development, Population Action International (PAI) argues that the country’s age structure should play a central role in any reconstruction strategy.
In Haiti, almost 70 percent of the population is under the age of 30, and this very youthful population affects every aspect of the country’s development prospects, from economic opportunities to security issues, political stability, gender equality, and climate change adaptation.
Haiti is at a demographic crossroads. If sound policies are in place, youthful age structures can translate into an economic asset for the country. The combination of decreasing fertility levels and a growing working-age population may open a window of opportunity for economic growth. To seize it, large-scale education and employment policies and programs should seek to raise employment rates for both male and female youth.
For Haiti to reap the benefits of this “demographic dividend,” access to reproductive health services is equally important. According to the most recent Demographic and Health Survey (2005-2006), if all unintended births were avoided, the average fertility level in the country would be 2.4 children instead of four.
But if instead, Haiti ignores the needs of its youth, the country will remain vulnerable to a variety of political and economic challenges. Youth unemployment is twice that of the rest of the population, which could have a negative impact on the country’s political stability and security situation.
The PAI report The Shape of Things to Come shows that countries with very young age structures are less likely than others to sustain democratic regimes and that age structure impacts political stability. To be an effective partner in its reconstruction, the Haitian government needs stable governance. By prioritizing education, health, and employment for young people, Haiti may reduce the risk of urban violence, help attract private investors, and speed its recovery.
Addressing demographic factors will also help Haiti achieve broader development goals. Decades of high population growth and the use of charcoal as the main source of energy have deforested 97 percent of the country, increasing Haiti’s inherent vulnerability to environmental disasters and climate change. Denuded landscapes contribute to devastating floods, especially in urban coastal zones. The lack of tree cover reduces the country’s ability to absorb carbon and causes wide variations in temperature. Due to soil erosion, Haiti’s agricultural industry is one of the least productive in the world, leading to widespread poverty and food insecurity.
The integration of demographic factors into development strategies constitutes one of the most compelling ways for Haiti to facilitate not only its reconstruction, but also address the challenges of climate change and make its population more resilient and prosperous.
