Karen Seto on the Environmental Impact of Expanding Cities [Part Two]

“A lot of cities are trying to become green cities,” said Karen Seto in part two of an interview with ECSP about her recently published article, “A Meta-Analysis of Global Urban Land Expansion,” co-authored with Michail Fragkias, Burak Güneralp, and Michael K. Reilly. “I think one of the main policy implications of our study is that how a city urbanizes is critical, because one of the things we are finding is that urban land is growing faster than urban population, and in some cases it is growing much faster.”
Seto said that the cities with the best prospects for implementing green growth and expansion strategies “tend to focus on the low-hanging fruit,” such as planting trees or constructing buildings with green roofs. From the public’s perspective, these types of measures are relatively painless because they “don’t require changing people’s behavior.”
More challenging, said Seto, will be getting rapidly expanding cities to anchor future development around public-transit systems, especially given the changing lifestyle preferences of upwardly mobile urban populations across China and India, for whom private car ownership serves as an important status symbol.
Still, Seto said she is tentatively optimistic about city planners’ ability to grow cities in a sustainable fashion. “We’ve experienced this rapid growth of urban population and urban land areas, but we’re also seeing that over the next 20 years, according to the UN, we’re going to see even more people living in urban areas,” she said.
“We have this window of opportunity to really shape the way in which cities get developed, and I think that’s really one of the big messages of the study.”

“When we think about the environmental impacts of rapid urbanization, we really need to unpack what we mean by ‘urbanization,’” said Karen Seto, an associate professor in Yale University’s School of Forestry and Environment Studies, in this interview with ECSP. “There is the demographic component, where more people are living in cities; there is economic urbanization, which is where livelihoods and economies are becoming more urban rather than rural; and then there is the land component – the conversion of land from agriculture and other ecosystems to become urban.”
Seto is the lead author of a new article, “A Meta-Analysis of Global Urban Land Expansion” (with Michail Fragkias, Burak Güneralp, and Michael K. Reilly), which uses satellite imagery to help document the physical expansion of urban areas in developed and developing nations between 1970 and 2000.
Over that period, the population of cities in the developing world boomed. In 1970, there were roughly the same number of city dwellers in developed nations as in developing nations. By the mid-1990s, however, urban residents of the developing world outnumbered their developed-world counterparts by a factor of two to one. Since then, the gap has continued to grow.
According to the report, urban growth sprawled to cover nearly 60,000 square kilometers of previously non-urban areas during the last three decades of the twentieth-century. One of their most interesting finds, said Seto, was that “urban expansion has been occurring in low-elevation coastal zones more than it has been elsewhere.”
“Essentially what that means is that cities are growing precisely in areas that are highly vulnerable to the impacts of climate change, like sea level rise and storm surges,” she said.
Demography and the Environment
Seto acknowledged that many of the today’s discussions surrounding urbanization focus on the negative impacts for the environment and human security – among them the “loss of agricultural land, conversion of forests, biodiversity loss, changes in hydrology, and climate effects.” Ultimately though, she said, urbanization and its attendant land-use changes shouldn’t be viewed through a black-or-white lens.
“Certainly we think about the oncoming demographic transition of something like three billion more people living in cities,” Seto said, but “that means there’s a lot of efficiency to be gained, whether it is in education, energy, sanitation, or health – urbanization allows for opportunities for really efficient use of resources.”
The real challenge to achieving environmentally sustainable urban development, said Seto, is thoughtful city planning: “How we configure ourselves has a big impact on the environment, so it is not the issue of just whether we are urbanizing – the form in which we urbanize [also] has a huge impact.”

Youth Bulge and Societal Conflicts: Have Peacekeepers Made a Difference?
›August 22, 2011 // By Richard CincottaUntil recently, the question of which countries are at the most risk of violent societal conflict could be answered with a terse, two-part response: “the young and the war-torn.” This simple characterization regarding youth and conflict worked well, until the first decade of the 21st century. The proportion of youthful countries experiencing one or more violent intrastate conflicts declined from 25 percent in 1995 to 15 percent in 2005. What’s behind this encouraging slump in political unrest? One hypothesis is that peace support operations (PSOs) – peacekeepers, police units, and specialized observers that are led, authorized, or endorsed by the United Nations – have made a difference.
From the 1970s through the 1990s, more than 90 percent of all societal conflicts broke out in countries with a youthful age structure – a population with a median age of 25 years or less. And wherever civil and ethnic wars emerged, they tended to persist. The average societal conflict that began between 1970 and 1999 continued without a one-year break in battle-associated fatalities for about six years. Some – including the Angolan civil war, Northern Ireland’s “Troubles,” Peru’s war against the Shining Path, and the Afghan civil war – endured for decades. In contrast, inter-state conflicts that began between 1970 and 1999 lasted, on average, less than two years (see the UCDP/PRIO Conflict Database).
Taking on Intra-State Conflicts
Beginning in the early 1990s, however, there was a marked expansion in size and number of PSOs deployed in the aftermath of societal warfare, which appears to have dampened the persistence of some conflicts and prevented the reemergence of others. The annual number of active PSOs deterring the re-emergence of societal conflict jumped from just 2 missions during 1985 to 22 in 2005. In contrast, those led, authorized, or endorsed by the UN to maintain cease-fire agreements between neighboring states during that same period only increased from three active missions to four. By 2009, nearly 100,000 peacekeepers were stationed in countries that had recently experienced a societal conflict. About 70 percent were deployed in countries with a youthful population (see Figures 2A and B). Why the sudden expansion in use of PSOs?
According to William Durch and Tobias Berkman, this upsurge was less a change of heart or modification of a global security strategy and more an outcome of the unraveling web of Cold War international relations. Before the 1990s, the majority of PSOs were United Nations-led operations that were mandated to monitor or help maintain cease-fires along mutual frontiers. Because insurgents were typically aligned with either the Soviets or a Western power, Security Council authorization to mediate a societal conflict was difficult to secure.
This situation changed with the breakup of the Soviet Union and the initiation of PSOs by regional organizations, including operations by the Economic Community of West African States (ECOWAS) in Liberia and Sierra Leone and the NATO-led Kosovo Force in 1998-99.
Demographic Forecasting
What do national demographic trends suggest for the demand for PSOs over the next two decades? For societal conflict, political demographers foresee that the demand for PSOs will continue to decline among states in Latin America and the Caribbean – with the exception of sustained risk in Guatemala, Haiti, Bolivia, and Paraguay. Similarly, demand for peacekeeping is expected to continue to ebb across continental East Asia.
Gauged by age structure alone, the risk of societal warfare is projected to remain high over the coming two decades in the western, central, and eastern portions of sub-Saharan Africa; in parts of the Middle East and South Asia; and in several Asian-Pacific island hotspots – Timor-Leste, Papua New Guinea, the Philippines, and Solomon Islands. But even in some countries that are losing their youthful blush, domestic political relations could turn out less rosy than this simple age-structural model forecasts.
In other words, there are roadblocks to a “demographic peace.” Among them is an increasing propensity for a specific demographic configuration of ethnic conflict: warfare between state forces and organizations that recruit from a minority that is more youthful than the majority ethnic group. Examples of these conflicts include the Kurds in Turkey, the Shiites in Lebanon, the Pattani Muslims in southern Thailand, and the Chechens of southern Russia.
However, this twist on the youth bulge model of the risks of societal conflict is a discussion for another installment on New Security Beat. Suffice it to say that when political demographers look over the UN Population Division’s current demographic projections, they see few signs of either the waning of societal warfare, or the withering of the current level of demand for PSOs.

Kenya’s New Data Website Puts the Ball in Media’s Court

The Kenya government took a bold step toward transparency a few weeks ago when it fired up its Open Data website and posted loads of data in a format that makes the information easily understood by the average person. The data sets include national census statistics as well as government spending, and the government promises more data to come. This is a boon for journalists willing to wade into the numbers to examine what’s going on in their country and hold their government accountable. I’m waiting now to see how they will use this new tool.
We always hear that information is power, but that works only if the information is used. Lots of information begins as numbers, statistics, and data sets, with lots of good stories tucked away in there to be found by the journalist willing to go the extra mile, examine the numbers, and do the math. In many developing countries, the information – numbers, statistics, data sets – isn’t easily accessible, if it is available at all. Governments keep a tight hold on it, or if it’s made available, the average person would be hard pressed to make heads or tails out of it.

The World at 7 Billion: Can We Stop Growing Now?

Demographers aren’t known for their sense of humor, but the ones who work for the United Nations recently announced that the world’s human population will hit seven billion on Halloween this year. Since censuses and other surveys can scarcely justify such a precise calculation, it’s tempting to imagine that the UN Population Division, the data shop that pinpointed the Day of 7 Billion, is hinting that we should all be afraid, be very afraid.
We have reason to be. The 21st century is not yet a dozen years old, and there are already one billion more people than in October 1999 – with the outlook for future energy and food supplies looking bleaker than it has for decades. It took humanity until the early 19th century to gain its first billion people; then another 1.5 billion followed over the next century and a half. In just the last 60 years the world’s population has gained yet another 4.5 billion. Never before have so many animals of one species anything like our size inhabited the planet.
And this species interacts with its surroundings far more intensely than any other ever has. Planet Earth has become Planet Humanity, as we co-opt its carbon, water, and nitrogen cycles so completely that no other force can compare. For the first time in life’s 3-billion-plus-year history, one form of life – ours – condemns to extinction significant proportions of the plants and animals that are our only known companions in the universe.
Did someone just remark that these impacts don’t stem from our population, but from our consumption? Probably, as this assertion emerges often from journals, books, and the blogosphere. It’s as though a geometry text were to propound the axiom that it is not length that determines the area of a rectangle, but width. Would we worry about our individual consumption of energy and natural resources if humanity still had the stable population of roughly 300 million people – less than today’s U.S. number – that the species maintained throughout the first millennium of the current era?

PRB’s Population Data Sheet 2011: The Demographic Divide
›August 9, 2011 // By Kellie Furr“Today, most population growth is concentrated in the world’s poorest countries – and within the poorest regions of those countries,” write the authors of the 2011 Population Data Sheet, an analysis tool published annually by the Population Reference Bureau (PRB). The population projections between poor and rich countries are “stark and very sad,” said Carl Haub Haub, senior demographer at PRB, at the July 28 web-based launch of the Data Sheet: “We call it the demographic divide. It shows the vast difference that has developed between the rich and poor countries of the world.”
The Population Data Sheet offers insight on global population trends using detailed statistical information along 18 demographic, population, health, and environment indicators for more than 200 countries and regions. The data sheet is based on the latest projections of the UN Population Division. Carl Haub and James Gribble of PRB discussed the long-term implications of the data sheet’s projections during web-based launch that included open questions.
Conflicting Trends
“Even though the world population growth rate has slowed from 2.1 percent per year in the late 1960s to 1.2 percent today, the size of the world’s population has continued to increase – from 5 billion in 1987, to 6 billion in 1999, and to 7 billion in 2011,” write the authors in PRB’s July Population Bulletin, “The World at 7 Billion.” To put those population totals into perspective, it took from the inception of human existence until the year 1800 – a total of approximately 50,000 years – to reach the first billion.
Fortunately, the recent (relative) decline in global growth rate has already curbed what could have been a considerable surge in the world’s population: “If the late 1960s population growth rate of 2.1 percent – the highest in history – had held steady, world population would have grown by 117 million annually, and today’s population would have been 8.6 billion,” said PRB President Wendy Baldwin in a press release. However, the world’s population still grows significantly at 77 million people annually, according to the UN, and we’re slated to reach 8 billion in just another 12 years. How can this dichotomy of large population totals in the face of lowered fertility be explained?
The Phases of Demographic Transition
“To understand global, we actually have to think local,” said PRB in their film short, “7 Billion and Counting,” released alongside the data sheet. Individual countries go through demographic transitions at different times, and the disparity in where countries are along in their progression varies greatly.
A demographic transition essentially hinges on two trends: the decline of birth and death rates over time. These trends do not necessarily change simultaneously however, resulting in most cases, first, a natural increase (when mortality rates decline but birth rates remain high) followed by a natural decrease in population (when birth rates also decline). Though the timing and magnitude of these trends differ from place to place, there are broad similarities across countries which have been conceptualized as phases by demographers, such as Carl Haub and James Gribble.
Phase one is characterized by high birth rates and fluctuating death rates, found in countries such as Niger, Afghanistan, and Uganda; typically only death rates decline in this phase. Phase two, encompassing mostly lower-middle income countries such as Guatemala, Ghana, and Iraq, is marked by a continued decline in death rates but only slightly lower birth rates. The potential for large population growth exists in these countries, as they still possess a large youth population.
Countries in phase three have yet lower birth and death rates and overall total fertility rates close to the widely-accepted replacement level of 2.1 children per woman; these countries are home to approximately 38 percent of the world’s population and include India, Malaysia, and South Africa. Phase three countries often still possess a disproportionately large working age population as an echo of their previous growth, which allows them to take advantage of the “demographic dividend.”
Finally, phase four countries have the lowest birth and death rates, with some even seeing negative growth as total fertility rate falls at or below the natural replacement rate; countries in this phase include most of Europe and other developed countries, such as Japan and the United States (though relatively high levels of immigration keeps overall growth higher).
The data sheet shows that most developing countries still remain in the earlier phases of demographic transition, especially those in sub-Saharan Africa and the Middle East. Relatively recent public health improvements in these countries have decreased death rates at a rapid rate, and though total fertility rates (TFR) have declined as well, they have not kept the same pace: “This lag between the drop in death rates and the drop in birth rates produced unprecedented levels of population growth,” wrote Haub and Gribble in the Population Bulletin.
A Tale of Two Worlds
The data sheet authors observe that poverty is strongly associated with countries which are stalled in their progression through the demographic transition:Poverty has emerged as a serious global issue, particularly because the most rapid population growth is occurring in the world’s poorest countries and, within many countries, in the poorest states and provinces…Relatively high population growth rates make it more difficult to lift large numbers of people out of poverty.
In her primer video on demographic security for ECSP, demographer Elizabeth Leahy Madsen said, “we are in an era of unprecedented demographic divergence,” and characterized the phenomenon of population trends moving simultaneously in different directions as “rapid” and “unprecedented.”
Haub used Italy and the Democratic Republic of Congo (DRC) as an example to illustrate the divide. Although both countries currently sit at around 60 million people each, Italy is only projected to grow by 2 million through 2050, while the DRC is projected to reach a staggering 149 million people. Italy has a gross national income per capita of about $35,000, whereas DRC has only $180 per capita, according to the World Bank.
This observation has been corroborated by other demographers: “In 1950, 68 percent of the world’s population resided in developing regions. Today that’s up to 82 percent. But in the year 2050, it’s projected to be 86 percent,” said demographer David Bloom on NPR’s global health blog, Shots.
Demography ≠ Destiny
A poor country is not necessarily tethered to its projections, which are based on assumptions, said the authors, “but when, how, and whether [the demographic transition] actually happens cannot be known.”
Low development indicators do not always dictate that a country will lag in a demographic transition. “Government commitment to a policy to lower [birth rates] has succeeded quite well in countries with a low level of development,” said Haub in a 2008 PRB discussion on the demographic divide. Bangladesh and Iran are two examples of countries that significantly affected their demographic trajectories in the 20th century with targeted programs.
Proactivity certainly plays a role, as the PRB “7 Billion and Counting” video puts it (see above): “Understanding how and why the world’s population is growing will help nations better plan for the future…and for future generations.”

Failed States Index 2011
›“The reasons for state weakness and failure are complex, but not unpredictable,” said J.J. Messner, one of the founders of the Fund for Peace’s Failed States Index, at the launch of the 2011 version of report in Washington last month. The Index is an analytical tool that could aid policymakers and governments seeking to prevent and mitigate state collapse by identifying patterns of underlying drivers of state instability.
The Index ranks 177 countries according to 12 primary social, economic, and political indicators based on analysis of “thousands of news and information sources and millions of documents” and distilled into a form that is meant to be “relevant as well as easily digestible and informative,” according to the creators. “By highlighting pertinent issues in weak and failing states,” they write, the Index “makes political risk assessment and early warning of conflict accessible to policymakers and the public at large.”
Common Threats: Demographic and Natural Resource Pressures
The Index reveals that half of the 10-most fragile states are acutely demographically challenged. The composite “Demographic Pressures” category takes into account population density, growth, and distribution; land and resource competition; water scarcity; food security; the impact of natural disasters; and public health prevention and control. Additional population indices are found in “Massive Movement of Refugees or Internally Displaced Persons (IDPs),” and health indicators, including infant mortality, water, and sanitation, are spread across several categories.
Not surprisingly, some of the most conflict-ridden countries show up at the top of the list. The Index highlights some of the lesser known issues that contribute to their misery: demographic and natural resource stresses in Afghanistan, Iraq, Nigeria, Pakistan, and Yemen (a list that would include Palestine, if inclusion in the Index were not contingent on UN membership); the DRC’s conflict minerals; and Somalia and Sudan’s myriad of environmental and migration problems, which play major roles in their continued instability.
Haiti, with its poor health and lack of infrastructure and disaster resilience, was deemed the Index’s “most-worsened” state of 2011. The January 2010 earthquake and its ensuing “chaos and humanitarian catastrophe” demonstrated that a single event can trigger the collapse of virtually every other sector of society, causing what Messner termed the “Humpty Dumpty effect” – while a state can deteriorate quickly, it is much harder to put it back together again.
The inclusion of natural resource governance within the social and economic indicators would render the Index a more complete analytical tool. In a 2009 report, the UN Environment Program (UNEP) found that “since 1990, at least eighteen violent conflicts have been fueled by the exploitation of natural resources,” and that effective natural resource management is a necessary component of conflict prevention and peacebuilding operations.
The Elephant in the Room: Predicting the Arab Spring
Why did the Index fail to predict the Arab Spring sweeping the Middle East and North Africa? Many critics assert that the inconsistent ranking of the states, ranging from Yemen (ranked 13th) to Bahrain (ranked 129th), demonstrates that the Index is a poor indicator of state instability. Particularly, critics argue that many of the countries experiencing revolutions were ranked artificially low.
“Of course, the Failed States Index did not predict the Arab Spring, and nor is it intended to predict such upheavals,” said Messner at the launch event. “But by digging down deeper into the specific indicator analysis, it was possible to observe the growing tensions in those countries.” The Index has consistently highlighted specific troubling indicators for the region, such as severe demographic pressures, migration, group grievance, human rights, state legitimacy, and political elitism.
Blake Hounshell, a correspondent with Foreign Policy (long-time collaborators with the Fund for Peace on the Index), wrote that the Index was never meant to be a “crystal ball” – even the best statistical data cannot truly encapsulate the complex realities that lead to inherently unpredictable events, such as revolutions. “It’s thousands of individual decisions, not rows of statistics, that add up to political upheaval,” Hounshell continued.
Demographer Richard Cincotta’s work on Tunisia’s revolution illuminates how the Index’s linear indicators can mask a complex reality. Whereas the Failed States Index simply measures “demographic pressure” as a linear function of how youthful a population is, Cincotta pointed out at a Wilson Center event that it was actually Tunisia’s relative demographic maturity that paved the way for its revolution and gives it a good chance of achieving a liberal democracy. Other countries in the region are much younger than Tunisia (Yemen being the youngest). The Arab Spring demonstrates that static indicators alone often do not have the capacity to predict complex social and political revolutions.

Leona D’Agnes on Evaluating PHE Service Delivery in the Philippines
›“By reducing population growth, we are going to have a better chance of sustaining the gains of an environmental conservation project,” said Leona D’Agnes in this interview with ECSP. D’Agnes, a technical advisor to PATH Foundation Philippines, served as lead author on a research article published late last year in Environmental Conservation titled, “Integrated Management of Coastal Resources and Human Health Yields Added Value: A Comparative Study in Palawan (Philippines).” The study provided concrete statistical evidence that integrated development programming incorporating population, health, and the environment (PHE) can be more effective in lowering population growth rates and preserving critical coastal ecosystems than single-sector development interventions.
“What set this research apart from earlier work on integrated programming was the rigorous evaluation design that was applied,” said D’Agnes. “What this design aimed to do is to evaluate the integrated approach itself. Most of the previous evaluations that have been done on integrated programming were impact evaluations — they set out to evaluate the impact of the project.” This most recent research project, on the other hand, sought to evaluate the effectiveness of cross-sectoral interventions based on “whether or not synergies were produced,” said D’Agnes.
Although it took her team six years to generate statistically significant findings in Palawan, D’Agnes reports that the synergies of PATH Foundation Philippines’ PHE intervention took the form of reduced income poverty, a decreased average number of children born to women of reproductive age, and the preservation of coastal resources, which helped bolster the region’s food security.
Going forward, D’Agnes said, an integrated approach to environmental conservation should also prove appealing because of its cost effectiveness. “This has huge implications for local governments in the Philippines, where they are struggling to meet the basic needs of their constituents in the face of very small internal revenue allotments that they get from the central government,” she said. “They can really pick up on this example to see that at the local level, if somehow they can do this integrated service delivery that was done in the Integrated Population and Coastal Resource Management (IPOPCORM) model, that they’ll be able to achieve the objectives of both their conservation and their health programs in a much more cost-effective way, and, in the process, generate some other [positive] outcomes that perhaps they didn’t anticipate.”
D’Agnes expects the study’s results will prompt a fresh look at cross-sectoral PHE programming. “I hope that this evidence from this study will help to change the thinking in the conservation community about integrated approaches to conservation and development,” she said.
